Water compact still raises questions

Questions re: the water compact.
Has any independent study shown that the Native Americans on the Flathead Reservation have not been given their fair share of water?
Other than the term “fishing rights,” are there the words “water rights” in any treaty made with the Flathead tribal nations and have the tribal members not been allowed to exercise their fishing rights?
The majority of supporters for the water compact seem to argue that one of the main reasons to approve the compact is to avoid litigation by the tribal members. Is this a valid reason to approve legislation, or should one primarily look at the substance of an issue not legal threats? —Stephen Schnall, Bigfork
