No. 27035 NOTICE OF PUBLICATION OF CATEGORICAL EXCLUSION BIGFORK WATER AND SEWER DISTRICT, MONTANA STORAGE FACILITY 250K STANDPIPE REHABILITATION (ST002) May 5, 2020 The Montana Department of Environmental Quality has reviewed the above-named project. This rehabilitation of an existing storage tank is a portion of an overall project that will include the construction of a new 760,000-gallon storage tank and the installation of transmission pipe to the new tank. However, this portion of the project subject to this Categorical Exclusion consists only of the rehabilitation of an existing 250,000-gallon standpipe for the Bigfork Water and Sewer District (MT0000262). This rehabilitation project is to take place this year (2020), and the on of the new storage tank and transmission pipe is scheduled to take place next year (2021). An environmental assessment will be completed for the new tank and transmission pipe at a later date. This project generally consists of removing the existing interior and exterior paint and applying new paint to the interior and exterior of the standpipe tank. The tank surface will be repaired of pits/indentations after the existing paint is removed. Existing paint to be removed is lead-based and will be removed using appropriate containment and disposal procedures. Replacement of the tank's existing vent is included in the scope of work as an additive alternative. The proposed project includes the following: 1. Removal of existing paint from the tank exterior utilizing appropriate containment and disposal techniques. 2. Surface preparation and application of new paint to the tank exterior. 3. Removal of existing paint from the tank interior utilizing appropriate containment and disposal techniques. 4. Surface Preparation and application of new paint to the tank interior. 5. Tank surface pit repair. 6. Coating and thickness testing. 7. Disinfection of tank using AWWA C652-02 chlorination method. 8. Bacteriological testing meeting requirements in Montana design circular DEQ-1. 9. Replacement of vent as additive alternative. Pursuant to ARM 17.40.318, the Department has concluded that the proposed project meets the Categorical Exclusion criteria of the National Environmental Policy Act (NEPA) and the Montana Environmental Policy Act (MEPA). The Categorical Exclusion may be revoked if the project is not initiated within the time period specified in the planning documents, a new or modified application is submitted, or new evidence demonstrates serious local or environmental issues exist, or state, local, tribal, or federal laws are violated.
