No. 26417 REQUEST FOR PROPOSALS The Blackfeet Tribe is soliciting bids to prepare an Environmental Assessment for the construction of the Heart Butte Senior/Community Center with HUD-ICDBG Funds; (a) In order to assure that the policies of the National Environmental Policy Act (NEPA) and other provisions of Federal law which further the purposes of that act (as specified in 24 CFR 58.5) are most effectively implemented in connection with the expenditure of ICDBG funds, the grantee shall comply with the Environment Review Procedures for Entities Assuming HUD Environmental Responsibilities (24 CFR part 58). The EA determines whether or not a federal action has the potential to cause significant environmental effects. The EA shall include a brief discussion of: 1) The need for the proposal Alternatives (when there is an unresolved conflict concerning alternative uses of available resources; 2) The environmental impacts of the proposed action and alternatives; 3) A listing of agencies and persons consulted. If the agency determines that the action will not have significant environmental impacts, the agency will issue a Finding of No Significant Impact (FONSI). If the EA determines that the environmental impacts of a proposed Federal action will be significant, an Environmental Impact Statement will be prepared. The Blackfeet Tribe will comply with the Indian Preference requirements in accordance with 24 CFR 1003.510 as it applies in this procurement. All received Bids will be publicly opened and read aloud at the Whitefish City Hall Council Chambers Conference Room, 418 East 2nd Street, Whitefish, Montana, 59937. Depot Park - Phase III includes a Base Bid and Additive Alternative. The Base Bid is for surfacing improvements to Central Avenue from Railway Street to Depot Street and the westerly portion of Depot Street and re-landscaping of the northwest quadrant of Depot Park. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. No Bid may be withdrawn within a period of 60 days after the date for opening bids.
