Kalispell City Council: Panel to prepare for city manager search

The Kalispell City Council will ponder tonight how to find a new city manager.

The discussion will take place at a workshop session - at which no votes are legally allowed - after tonight's regular meeting.

The new manager would replace Jim Patrick, whom the council fired last month as city manager because of philosophical and style differences.

Recently hired interim city manager Myrt Webb is recommending that the city proceed without a consultant on this matter, contending that a consultant won't add much to the hiring process and checks.

Matters that likely will be discussed tonight might include qualifications, salary, where candidates would be sought, and picking an interviewing and winnowing committee.

Meanwhile, at the 7 p.m. regular meeting, the council is scheduled to:

n Decide whether to set a Nov. 17 public hearing on whether the city's growth policy should be changed to allow commercial, industrial, and suburban-residential uses for land annexed into southern Kalispell.

This is because the Siderius Family Limited Partnership is getting ready to request annexation of 550 acres just south of Kalispell for a combination of 535 proposed homes and a neighborhood hub business section.

Just east of the Siderius land, the families of Davar, Vicky and Todd Gardner soon will request annexation of 81 acres for business and light industrial use.

n Vote on whether to push the deadline from Jan. 1, 2009, to Jan. 1, 2010, for business compliance with the 2005 law to diminish outdoor-lighting glare.

About 65-70 businesses, including 15-20 parking lots, are not in compliance.

If the extension is passed, extension requests after Jan. 1, 2010, would be handled on a case-by-case basis.

n Vote on whether to increase the Kalispell Municipal Court's city surcharge from $5 to $10 and the security and technology fee from $5 to $10 when levying fines.

n Vote on whether to apply for a U.S. Environmental Protection Agency money of as much as $400,000 to pay for studies of Kalispell lands to identify future environmental trouble spots.

n Vote on whether to approve final plans for Glacier Village Greens to build 12 homes on 8 acres at the north end of East Nicklaus Avenue.
