Casino projects get nod

Two proposed business ventures featuring a casino component sailed through public hearings on Tuesday, winning a recommendation of approval from the Kalispell Planning Board.

Julie Smith is seeking a conditional-use permit to open Tree Frog Tavern in the former Sizzler building on U.S. 2 West.

The business would operate primarily as a restaurant and bar, but would have an accessory casino for about a dozen gaming machines. Smith owns the Tiebuckers Pub and Eatery in Somers and plans to close that business to open the Kalispell tavern.

There was no public opposition to Smith’s proposal, but Planning Board member Matt Regier voted against the project, saying he is concerned about neighborhood integrity, according to Kalispell Planning Director Tom Jentz.

Regier also was the lone board opponent to a project proposed by Craig and Debbie Munro of Libby. They have a buy-sell agreement for the Rosco’s building on U.S. 2 near Gateway Community Center, and want to open a retail liquor store and casino with up to 20 gaming machines.

United Way Director Sherry Stevens, who works at the Gateway center amid several other nonprofits, testified in opposition to the Munros’ project, saying she believes it’s not a compatible mix with the social-service organizations  at the center.

A third proposal considered by the board included a planned unit development for two commercial undeveloped lots at the corner of U.S. 93 and United Drive, where Fred’s Appliance Store is proposed. The board unanimously approved the request by Gardner Investments.

The board will forward its recommendations to the Kalispell City Council for final consideration.
