Services for Recycling Containers are contracted out by the County of Flathead Solid Waste District, hereinafter referred to as the District. 2. The District Invites Qualified Proposers to Submit a Sealed RFP To: Flathead County Solid Waste District Response to Recycling Container Sites RFP Attention: Mr. David R. Proposals will be received until the hour of 11:00 A.M, Wednesday, October 16, 2019, the "Proposal Submission Date", after which the RFPs will be opened. The work under this contract is generally described as follows: FLATHEAD COUNTY SOLID WASTE DISTRICT RECYCLING CONTAINER SITE SERVICES The Work will generally consist of: Providing regular pick-up and replacement with empty containers; Processing and marketing of the recyclables; Providing records of the amount and types of materials recycled; and Maintaining a staffed phone line for calls from the District. 4. A copy of the RFP can be obtained from the District office or the Flathead County web site under Solid Waste Documents. 5. The Contract will be for a period of three years and two one-year options after Notice to Proceed. The District will adjust the pricing on the anniversary date of the contract based on the annual average indices (December to December). Note: This may result is the contract price being adjusted up or down based on the CPI Index data. 6. The current Contract Document may be examined at the District office, located at 4098 Highway 93 North, Kalispell, MT 59901. 7. Questions regarding the RFP will be accepted in writing until four calendar days before bids are due. The District will respond to all questions within two days of receipt of question. 8. Proposals shall be prepared in accordance with the requirements of this Request for Proposals document. Proposals shall be prepared using forms furnished in Attachment A of this RFP. 9. The District reserves the right to waive irregularities in any Proposal, and to reject any and all Proposals. No Proposal received and read by the District may be withdrawn for a period of 60 days after the date of opening thereof. No. 26545 NOTICE OF CONTRACTOR'S SETTLEMENT FLATHEAD COUNTY STATE OF MONTANA NOTICE IS HEREBY GIVEN THAT on the 18th day of October, 2019, final settlement will be made by the Flathead Municipal Airport Authority, for and on account of the contract of said Knife River Corporation for the furnishing and installation of A.I.P. No. 3-30-0046-052-2017, 2017 Airport Improvements. All projects were performed at Glacier Park International Airport, and any person co-partnership, association or corporation who has unpaid claim against said Knife River Corporation for or on account of the furnishing of labor, materials, supply of laborers, rental machinery, tools, or equipment, team hire, sustenance, provision, provender or other supplies used or consumed by such Contractor or any of the subcontractors in or about the performance of said work, may at any time up to and including said time of such final settlement on October 18, 2019, file a verified statement of the amount due and unpaid on account of such claim with the Flathead Municipal Airport Authority. Failure on the part of a claimant to file such statement prior to such final settlement will relieve said Flathead Municipal Airport Authority from all and any liability for such claimant's claim. No. 26562 LEGAL NOTICE Proposed Delisting for Water Howellia The U.S. Fish and Wildlife Service (Service) is proposing to delist the water howellia (Howellia aquatilis), an aquatic plant, under the Endangered Species Act. The proposed delisting is due to a reduction of threats for which the species was listed in 1994, including invasive species, land management activities, livestock trampling/herbivory, habitat loss, narrow ecological requirements and small population size/low genetic diversity. In addition, the known distribution of water howellia has expanded since listing, which now includes all states where the species was known to historically occur (Montana, Idaho, Washington, Oregon and California). In Montana, water howellia is found in seasonal ponds and wetlands in the Seeley-Swan Valley. More information can be found at http://www.regulations.gov, docket number FWS-R6-ES-2018-0045. The Service invites public comment on the proposed rule for a 60-day period. Comments must be received on or before December 6th, 2019. The Service will post all comments on http://www.regulations.gov. This generally means the agency will post any personal information provided through the process. After the public comment periods, the Service will decide if the rule should be approved, revised or withdrawn. Public hearings on this proposal must be requested by November 21, 2019, within 45 days of this announcement.
