Title 69, Chapter 4, Part 10 as: "any electric utility meter, electric utility meter component, or device ancillary to the electric utility meter that is located at an end-user's residence or business and is equipped and programmed to communicate with electrical appliances, electrical equipment, or electrical devices within the end-user's residence or business or that is capable of estimating and recording electrical energy usage by types of appliances, electrical equipment, or electrical devices." No. 27292 Service Date: September 18, 2020 DEPARTMENT OF PUBLIC SERVICE REGULATION BEFORE THE PUBLIC SERVICE COMMISSION OF THE STATE OF MONTANA IN THE MATTER OF NorthWestern Energy's Annual PCCAM Filing and Application for Approval of Tariff Changes REGULATORY DIVISION DOCKET NO. 2020.08.091 NOTICE OF APPLICATION AND INTERVENTION DEADLINE On September 1, 2020, NorthWestern Energy ("NorthWestern") filed with the Montana Public Service Commission ("Commission") an application ("Application") seeking approval of a rate adjustment to recover an under-collection of costs tracked pursuant to its Purchased Cost and Credit Adjustment Mechanism ("PCCAM"). Included in NorthWestern's proposed rates is a collection of its projected Demand Side Management ("DSM") costs over the next tracking period, July 1, 2020, through June 30, 2021. NorthWestern also requests an amendment to the PCCAM tariff to allow collection of taxes that fund the Montana Consumer Counsel ("MCC") and the Commission through a forecast and true-up, similar to the DSM forecast and true-up methodology. Finally, NorthWestern seeks to implement interim rates with an effective date of October 1, 2020. The tracking period for the PCCAM costs covered by this Application is July 1, 2019, through June 30, 2020. During the tracking period, NorthWestern over-collected DSM costs and costs associated with qualifying facilities (QFs), and under-collected tax costs and base power costs and credits. DSM costs and taxes for MCC and the Commission are projected over the 12-month period beginning July 1, 2020. In total, NorthWestern seeks to recover $4,534,335, amortized over the 12-month period ending September 30, 2021. The total recovery sought in the Application is lower than the recovery NorthWestern requested in its last PCCAM filing (Docket No. 2019.09.058), and as a result, the proposed rates are lower than current rates. Under the proposed rates, a residential customer using 750 kilowatt-hours of energy each month would see a decrease their monthly electric bill decrease by 2.54%, or about $2.34. On March 20, 2020, the Commission issued a Notice of Operational Changes in Response to Coronavirus ("Notice").
