No. 27919 Service Date: July 6, 2021 DEPARTMENT OF PUBLIC SERVICE REGULATION BEFORE THE PUBLIC SERVICE COMMISSION OF THE STATE OF MONTANA IN THE MATTER OF NorthWestern Energy's Application for Approval of Unreflected Gas Cost Account Balance and Projected Gas Cost and Gas Transportation Adjustment Clause Balance REGULATORY DIVISION DOCKET NO. 2020.07.083 NOTICE OF APPLICATION AND INTERVENTION DEADLINE On June 1, 2021, NorthWestern Corporation d/b/a NorthWestern Energy ("NorthWestern") filed with the Montana Public Service Commission ("Commission") its Application for Unreflected Gas Cost Account Balance and Projected Gas Cost, and Gas Transportation Adjustment Clause Balance. NorthWestern's Application requests approval in accordance with the Deferred Accounting Gas Rate Schedule approved by the Commission in Order No. 7734b in Docket No. 2019.07.040. The balance in Account No. 191, Unreflected Gas Costs, for the 12-month period ending June 30, 2021 is an under-collection of $209,821. NorthWestern proposes to include this balance, together with an adjustment for the remaining deferred UGCA of $(119,991) that resulted from cessation of the amount approved for amortization in Order No. 7734b, as part of the natural gas supply rate proposed in this filing. The total proposed UGCA Balance to be included in the natural gas supply rate is an under-collection of $89,830. Pursuant to Final Order No. 5474c in Docket No. 90.1.1, NorthWestern requests an adjustment for the GTAC Balance. For the period ending April 30, 2021, the GTAC Balance is $772,042. NorthWestern proposes to amortize this balance, together with the remaining GTAC Balance from Order No. 7734b in Docket No. 2019.07.040 of $117,650. The resulting GTAC Balance proposed in this filing is an under-collection of $889,692. In addition, NorthWestern requests continued use of the monthly tracking methodology whereby it forecasts the upcoming 12 months in this annual filing for the period July 1, 2021 through June 30, 2022. However, NorthWestern will base the subsequent monthly calculations and filings on the balance of the tracking year forecasts instead of a rolling 12-month forecast. This method has helped decrease the over/undercollection during the tracking period. Pursuant to Order No. 5667a in Docket No. 92.11.64, NorthWestern requests approval to continue to reflect accounting treatment, through the GTAC mechanism, for certain expansions that generate interruptible transportation revenues and/or firm transportation revenues. As of June 30, 2021, there are no offsets for capital investments being reflected in the calculation of the GTAC Net Balance because all of the investments previously reflected in the calculation have been included in rate base as a result of general rate review proceedings. However, if this accounting treatment is not extended, the disincentive still exists for the Natural Gas Utility to invest in new plant if there is no mechanism by which costs related to the investments can be recovered until the next general rate review. Therefore, NorthWestern requests that this accounting treatment be extended and continue in effect for as long as the GTAC mechanism continues in effect. NorthWestern proposes an interim rate effective date of July 1, 2021, for its proposed rate adjustments and implementation of monthly natural gas cost adjustments. The difference between the current approved rates and the July 1, 2021 proposed rates results in a decrease for a typical residential customer using 100 therms per month of $36.23 per month or $434.76 per year. This results in an overall decrease of 31% on the total bill. The actual decrease will depend on each customer's type and usage. Glacier Park International Airport is in the first phase of expanding and modernizing its existing terminal in Kalispell, Montana.
