("NorthWestern") filed with the Montana Public Service Commission ("Commission") its Application ("Application") to Update Base Power Costs and Credits in the Power Costs and Credits Adjustment Mechanism ("PCCAM"). In its Application, NorthWestern asserts that the baseline of costs and credits (the "PCCAM Base"), last set in 2019, does not reflect an accurate forecast of NorthWestern's fuel and power costs. NorthWestern seeks Commission approval to update its PCCAM Base and qualifying facility ("QF") costs. The update would result in a $2.28 increase in the monthly bill of a typical residential customer using 750 kilowatt-hours per month. On June 15, 2021, NorthWestern filed a supplement to its Application, which requested Commission approval of a final PCCAM Base that uses recent, forward market prices and includes all capacity contracts entered into prior to a hearing on NorthWestern's Application. Copies of NorthWestern's filings are publicly available online at the Commission's website (http://psc.mt.gov) under Docket No. 2021.04.047. On March 20, 2020, the Commission issued a Notice of Operational Changes in Response to Coronavirus ("Notice"). Under the "Office Closed to Public" section of the Notice, the Commission outlined a temporary change for office closure during business hours. Due to the foregoing, copies of the filings are not currently available at the Commission's business office. In addition, NorthWestern also filed a Motion for Interim Rate Adjustment Schedule No. QFLT-1 ("Interim Request") requesting that implementing the QFLT-1 rates for contract year 2021-2022, seeking approval of its 2021 Avoided Cost Compliance Filing - Schedule No. QFLT-1, be effective July 1, 2021, pending final decision in this docket pursuant to Mont. Code Ann. § 69-3-304. NorthWestern followed the same methodology approved in previous dockets, including use of the Handy-Whitman Index for capital cost variable escalation.
