NO. 29910 SECTION 00100 INVITATION TO BID NOTICE IS HEREBY GIVEN that the Flathead County Water District No. 1 - Evergreen (“District” and “Owner”) invites sealed Bids for construction of the Evergreen Lift Stations 2 and 15 Improvements (“Project”). The District will receive such Bids electronically ONLY via QuestCDN until 3:00 PM local time (MT) on December 21, 2023. SCOPE OF WORK. The Project includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described as follows: At the Lift Station 2 site (East Cottonwood Drive) and the Lift Station 15 site (K-Mart Parking Lot), remove and replace the four (4) existing submersible pumps (two at each site) with new, including lift out rails, lift out chains, base elbows, riser pipes, check valves, plug valves, discharge fittings, and carbon absorption cannisters. At both sites, remove and replace existing electrical service entrances, lift station control panels, transfer switches, generators, natural gas piping services, level controls, power cables, control wiring, and associated conduits. At both sites, provide new by-pass piping connections with all associated fittings, new inline filters for wet well venting, and all associated site work such as fence removal and replacement and miscellaneous surface restoration. This Work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Actual quantities of Work to be performed may vary at the discretion of the District Engineer. SCHEDULE OF EVENTS. This Invitation to Bid will be governed by the following tentative schedule. All laborers and mechanics employed by Contractor or Subcontractors in performance of the construction work shall be paid wages at rates as required by State of Montana Prevailing Wages. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. BONDS. Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to Flathead County Water District No. 1, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. FUNDING: This project is funded in part or in whole with grant/loan funding from American Rescue Plan Act (ARPA). Award of the project will be contingent upon receiving funding and award concurrence from ARPA. Bids may only be withdrawn as provided in Section 16.02 of the Instructions to Bidders after the scheduled time for the public opening of bids. BIDDING PROCESS. No bid may be withdrawn after the scheduled time for the public opening of the bids specified above. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid that is in the best interest of the Owner.
