In its Application, NorthWestern proposes to decrease the rates it charges to fund its USB program by 36.06% or approximately $0.39 per month for the average residential customer. NorthWestern asserts that the proposed rates will true-up its over-collection in the 2022 tracking period and the remaining balance of its over-collection from the 2021 tracking period, while also funding its planned 2023 USB expenditures and satisfying the statutory minimum USB funding level.
