No. 27915 DEPARTMENT OF PUBLIC SERVICE REGULATION BEFORE THE PUBLIC SERVICE COMMISSION OF THE STATE OF MONTANA In re NorthWestern Energy’s Application to Update QF-1 Tariff Rates and Terms Docket 2023.08.076 August 28, 2023 Notice of Application and Intervention Deadline 1. On August 24, 2023, NorthWestern Energy (“NorthWestern”) filed an Application to Update QF-1 Tariff Rates and Terms (“Application”) with the Montana Public Service Commission (“Commission”). In its Application, NorthWestern asks the Commission to update the standard rates paid to certain qualifying facilities (“QFs”) with nameplate generating capacity of three megawatts or less. Federal law requires NorthWestern to purchase energy and capacity from QFs at rates equal to the costs the QFs allow NorthWestern to avoid. 2. For energy purchases, NorthWestern proposes to pay QFs market-based rates from the Western Energy Imbalance Market at the time the QF delivers energy to NorthWestern. For capacity purchases, NorthWestern proposes to pay QFs based on fixed costs of capacity from a 50-MW aeroderivative combustion turbine (“AERO”) generating unit identified in NorthWestern’s 2023 integrated resource plan. NorthWestern’s proposal includes three different capacity rates based on the technology of the QF: $0.64 per kilowatt month (kW-month) for wind QFs, $0.40 per kW-month for solar QFs, and $1.51 per kW-month for hydro and any other type of QF. Finally, NorthWestern proposes to rely on the Western Resource Adequacy Program’s calculation of accredited capacity for existing resources in NorthWestern’s portfolio and for each eligible QF technology type. 3.
