NO. 31144 March 24, 2025 FINDING OF NO SIGNIFICANT IMPACT TO ALL INTERESTED GOVERNMENTAL AGENCIES AND PUBLIC GROUPS As required by state and federal rules for determining whether an Environmental Impact Statement is necessary, an environmental review has been performed on the proposed action below: Project Hideaway Community County Water & Sewer District Wastewater Improvements Project Location Flathead County, Montana Project Number WPCSRF: C303719 Total Cost $1,704,288 The Hideaway Community County Water and Sewer District, through its 2022 Wastewater System Improvements Preliminary Engineering Report (PER) and 2024 PER update, identified the need to provide central wastewater collection and treatment to its community. Currently residences of the Hideaway Community utilize shared onsite wastewater treatment and disposal systems. Most of these onsite systems were constructed over forty years ago, do not meet current county or state design standards, and have exhibited multiple signs of failure. These failed systems generally cannot be replaced due to insufficient lot area to locate another system. Inadequate wastewater treatment creates unsanitary conditions, negatively impacting public health and safety and the environment. The PER analyzed various solutions to providing the district with centralized wastewater treatment and disposal. The chosen alternative consists of a gravity sewer collection system and one common Level II treatment system and elevated sand mound drainfield located in the southeast corner of the district property. A Montana Ground Water Pollution Control System (MGWPCS) permit is required for the new community drainfield system, and permit application to the DEQ has been made. Construction of this community wastewater system, designed to county and state standards and meeting permit requirements, will resolve serious existing wastewater issues, and protect public health and underlying groundwater. Construction is scheduled to start in the summer of 2025. Federal and State grant/loan programs will fund the project. Environmentally sensitive characteristics such as wetlands, floodplains, threatened or endangered species, and historical sites are not expected to be adversely impacted because of the proposed project. Additional environmental impacts related to land use, water quality, air quality, public health, energy, noise, and growth were also assessed. Public participation during the planning process demonstrated support for the selected alternative. No significant long-term environmental impacts were identified.
