NO. 30891 INVITATION TO BID Online electronic sealed Bids will be received by the Lakeside County Water and Sewer District until 2:00 pm, local time, Thursday, February 13, 2025, for construction of the Lakeside Wastewater Improvements Phase I – 2025 project. The Lakeside Wastewater Improvements Phase I – 2025 Project is the first phase of a large-scale wastewater treatment plant upgrade. The project will be separated into two separate schedules. Schedule One consists of the following: 1. Constructing a Septage Receiving Facility to provide pretreatment for septage from Flathead County before being pumped into the treatment process. The Septage receiving facility consists of a main building housing the septage receiving equipment, two lift stations, and an office. A biofilter will be constructed with a separate building to house the fan and biofilter equipment. The site will have a paved parking lot and a heated concrete slab near the septage unloading zone. There will be a potable water well and washdown area for septage trucks. 2. Installing approximately 5,700 linear feet of 6” HDPE septage force main, 4” HDPE future force main, 3” HDPE fiber optic conduit and cabling, and 4” HDPE non-potable water main to connect the septage receiving system to the treatment site. Additionally, 1,370 linear feet of the piping will be directionally drilled under a wetland area. Schedule Two consists of the following: 1. Constructing a Headworks Building equipped with mechanical screening and grit removal. The screening system will consist of three (3) Rotating Drum Screens each equipped with its own washer/compactor. The grit removal system includes a vortex grit chamber, grit pump, and grit washer. The Headworks Building will tie into the existing force main and screened wastewater will temporarily flow into the lagoon system until the mechanical treatment plant is completed in Phase Two. The Headworks Building will also house a plant lift station and non-potable water (NPW) wet well, pumps, and pressure tanks. Construction of a Biofilter and blower building to house biofilter equipment. 2. The Headworks Building Site work includes installation of yard piping for influent, NPW, and septage force main. Additionally, the contractor will construct a new access road, equipment pads, and retaining wall. 3. Demolition of the existing Irrigation Building and floor slab and replacing it will a new wood framed 12’x24’ building. The contractor will install two vertical turbine pumps and interior piping, valves, and appurtenances. One pump will be reused, and pump treated lagoon water to the irrigation pivot. The other pump will convey water to the Headworks NPW wet well. The contractor will connect the irrigation piping to the existing irrigation force main and connect the NPW piping to the NPW main that is constructed with Schedule One of this project. 4. Demolition of Lift Station 10 and replacing it with a new Lift Station Building and pumps. For this project, bids will only be received and accepted via the online electronic bid service through QuestCDN.
