NO. 31338 NOTICE OF SEWER RATE INCREASE AND PUBLIC HEARING NOTICE IS HEREBY GIVEN that on June 17, 2025, the Board of Directors (the “Board”) of Lakeside County Water & Sewer District, Montana (the “District”) adopted a Resolution of Intention of the Lakeside County Water & Sewer District, Montana to Increase Rates for the Users of the Sewer System. The District is in the process of undertaking various improvements to its sewer system (the “System”) and has determined that it is in the best interests of the District to increase rates and charges for the use and availability of the System to ensure that revenues are sufficient to pay ongoing operating expenses, to pay and provide for debt service payments with respect to its outstanding sewer system revenue bonds and additional bonds to be issued in the future, and to establish appropriate reserves. The District currently charges users of the System utilizing a volume ratio unit methodology for imposing rates and charges, which is based on the size of water meter serving each connection. A 3/4-inch service, which is the standard service for single family residential users, equals 1 Volume Ratio Unit (VRU). For metered customers, the District charges a monthly base rate of $31.59 per VRU, which does not include any water usage. In addition to the base rate, the District charges metered customers a monthly usage fee of $2.43 per 1,000 gallons of water or portion thereof used per user per month. The current monthly charge for customers with a water meter is equal to the base rate plus the usage fee. For customers of the System that remain on a flat rate since the time the District was established, the District charges a monthly flat rate of $48.62. For customers of the System that are required to install water meters but have refused to do so, the District charges a monthly flat rate for noncompliance of $79.00. Commencing with the September 2025 billing, for metered customers, the Board proposes to increase the monthly base rate per to $61.59 per VRU. The current usage fee would remain in effect. The proposed monthly charge would be equal to the proposed base rate plus the current usage fee. The amount of the increase of the proposed monthly charge over the current monthly charge is approximately 68.6% for metered customers with 1 VRU using 5,000 gallons of water per month. Commencing with the September 2025 billing, the Board proposes to increase the monthly flat rate to $78.62. The amount of the increase of the proposed flat rate over the current flat rate is approximately 61.7%. Commencing with the September 2025 billing, the Board proposes to increase the monthly flat rate for noncompliance to $109.00. The amount of the increase of the proposed flat rate for noncompliance over the current flat rate for noncompliance is approximately 38.2%. A public hearing on the proposed rate increase will be held on July 15, 2025, commencing at 2:00 p.m., at the Lakeside Quick Response Unit building located at 201 Bills Road in Lakeside, Montana. NO. 31359 SECTION 00100 INVITATION TO BID The Board of County Commissioners of Flathead County, Montana will receive sealed bids for the 2025 Sheepherder Gravel Pit Reclamation Project. This project includes the placement and grading of topsoil and seeding on the identified disturbed areas within the Sheepherder Gravel Pit located along West Valley Drive near Kalispell Montana. The intent of this project is to evenly cover the identified areas (approximately 15.6 acres) with six (6) inches of topsoil and apply seed. Flathead County has completed rough grading at this site and existing project slopes within the site area are approximately 3:1 or flatter.
