The Kalispell City Council has a fairly simple agenda for tonight's meeting, but will meet in a work session immediately afterwards to discuss three major issues.

On the workshop agenda are a new business park, creation of an outdoor lighting ordinance and sewer service on Whitefish Stage Road.

The Cascade Business Park would be located northwest of Gateway West Mall and would be built surrounding the existing Cascade Professional Building, formerly known as the Crop Hail Building.

The Cascade Partners have submitted a plan to build a $1 million office building at the entrance of Financial Drive, the privately owned road that feeds into the mall and the Signature Theaters from Two Mile Drive. An additional $8.4 million in construction is anticipated on the remaining lots by the developer, including a 24-unit townhouse development.

The reason the issue is coming before the city now is that the developers are requesting the city to share half of the $85,000 cost to rebuild Financial Drive as required by the city. The money would come from the tax increment funds from the West Side Urban Renewal district. Upon completion, the street would be given to the city, which would also assume maintenance responsibilities.

Discussion of outdoor lighting by the council comes in response to interest by concerned citizens, according to a planning office report. The issues to be looked at include lighting standards for new commercial construction, city lighting standards for new subdivisions and residential lighting on private properties.

In the workshop, the council will discuss whether it should develop the lighting ordinance on its own or include it in the planning board's work program for the coming year.

Also, in the workshop, council members will again take up discussion of the potential extension of utilities north on Whitefish Stage Road to accommodate continuing growth at the north end of the city.

The regular meeting of the council has a limited agenda.

The consent agenda, which is voted on as one item, includes six separate issues, the most important of which is awarding a design contract for the wastewater treatment plant expansion. Staff is recommending the contract go to Morrison Maierle/HDR Engineers.

Also on the consent agenda are recommendations to award the bid for a meter reader truck to Eisinger Chevrolet of Kalispell, to award the bid for three pickup trucks for the solid waste and wastewater treatment operations to Bennett Motors of Great Falls.

The council will also consider a resolution to authorize acceptance of a $500,000 grant to help fund the construction of a Head Start Center and will look at a wage increase for the city judge.

The regular meeting starts at 7 p.m. in council chambers at City Hall.
