Council to hear water-tank plan

A proposal to buy land on Sheepherder's Hill to build a new $2 million in-ground water tank will go to the Kalispell City Council today.
The 1.9-acre site is next to West Valley Drive.
The city staff and Stephen and Jean Becker, trustees of the owner, Becker Living Trust, have agreed on an $88,000 price, which is what the council will vote whether to approve.
Also at 7 p.m. today, the council is scheduled to:
-Vote on final approval to install a new stormwater impact fee of $1,090 for a new home, drop the water impact fee from $2,749 to $2,155 for a new home, and increase the sewer impact fee from $2,196 to $2,430 for a new home. Impact fees are charged one time for buildings being added to the city's utilities, and are supposed to help offset the extra burden they will place on Kalispell systems. The council gave preliminary approval to the new fees Oct. 2.
-Vote on extending the Kalispell Area Chamber of Commerce lease on its city-owned Depot Park building from ending in 2011 to ending in 2041 for $1 a year. The proposed extension is prompted by the chamber wanting to expand the building at its own expense, with plans and costs still up in the air.
-Vote on final conditions for Morrison Maierle Inc. to develop four commercial lots - Spring Prairie Center Phase One - on 17 acres west of U.S. 93 near West Reserve Drive.
-Vote on the final conditions to allow three single-family houses and 20 townhouses - Stratford Village Phase Four - to be built on three acres at the end of Bluestone Drive.
- Vote on final approval to zone a recently annexed 8.7 acres east of Hathaway Lane and north of U.S. 2 West for suburban residential use. The council gave preliminary approval Oct. 2. Linda and Lee Hershberger want to build 16 houses and two two-unit townhouses on the land.
- Vote on Lisa Wade's request to have the city annex 14,000 square feet at 1615 Fifth Avenue East and provide the zoning and a conditional-use permit for a four-plex and two five-plexes on two properties at or near that location.
- Vote on whether to put a four-way stop sign at the intersection of Fifth Avenue East and Seventh Street East.
- Discuss a proposed settlement between the city and Daniel Abbott over a zoning violation - his house and garage don't meet a 20-foot setback requirement. Abbott is trying to buy some adjoining property, which would enable him to comply with the setback regulation.
If he pays a $1,500 fine and buys the adjoining property, the city will not pursue the matter any more, according to a tentative agreement.
