Kalispell studies projects as stimulus hopefuls

The Kalispell City Council will discuss tonight what it wants to put into the hopper to seek federal stimulus money.

This is a proposed list of projects that could be begun within six months.

Tonight's discussion will be in a workshop session following the regular meeting. The meeting was moved to tonight due to the Presidents Day holiday.

Kalispell's city staff is proposing seven requests for federal money:

- $105 million to build the long-awaited U.S. 93 bypass. The staff believes construction could begin in spring 2010 if money is allocated.

- $8.523 million for various street fix-it projects around Kalispell, which could begin with 60-day notice.

- $11.644 million to continue the current expansion of the city sewage treatment plant's capacity. This project could begin with 60-day notice.

- $6.21 million to install a major sewer line along western Kalispell to help the city's expanding north side send sewage to the treatment plant in the south.

Right now, the city has one major sewer line linking the north side to the plant a and it is not enough to serve every north-side project on the drawing board. This could begin with 120-day notice.

- $726,000 for water line fix-it work. This needs 60-day notice.

- $822,000 to improve stormwater drainage around the city. This needs 60-day notice.

- $5.6 million to renovate and expand the Hockaday Museum of Art. This would need a 120-day notice to begin.

Also during tonight's 7 p.m. meeting, the council is scheduled to:

- Vote on whether to approve the preliminary plat for the second and final phase of northernmost Kalispell's Silverbrook Estates subdivision.

The second phase's preliminary plat calls for 197 single-family homes, 90 townhouse lots, 13 commercial lots and one fire station lot on the final 167 acres of the 325-acre project.

Silverbrook is southwest of the corner of U.S. 93 North and Church Drive. That makes it the northern tip of a finger of Kalispell jutting north while wrapped about U.S. 93.

A handful of homes have been built in Silverbrook's first phase, which eventually is supposed to hold 249 houses on the site's southern half.

The development group behind Silverbrook - 93 & Church LCC - is headed by Howard Mann. The commercial area is in the site's northeast corner. The townhouses are to be just south of the commercial area.

- Vote on giving final approval to zoning the eastern half of Siderius Commons for general business use and zoning its western half for low-density residential and apartment use. The council gave preliminary approval on Feb. 2.

The council on Feb. 2 also annexed the 207-acre Siderius Commons site into southern Kalispell.

The Siderius Family Limited Partnership proposes to build 535 homes and a neighborhood-hub business district.

The land is west of U.S. 93 South with Cemetery Road on the north and Ashley Meadows Road on the south. Siderius Commons expects to set up a community land trust on part of the site to decrease the cost of housing.

- Vote on whether to hold a March 2 public hearing on the city's proposed road impact fees.

- Vote on whether to send Kalispell's proposed airport area redevelopment plan to the city Planning Board for study.

- Discuss a new draft agreement to share budget and governing duties of the new merged 911 center with Flathead County, Columbia Falls and Whitefish.

- Discuss proposed new rules for drainage for a building to receive a city certificate of occupancy.
