Water and sewer talk will have a prominent spot on Tuesday night's Columbia Falls City Council agenda.

The meeting is delayed a day from its regular Monday schedule because of the Martin Luther King Jr. holiday.

The council will discuss an analysis of sewer rates and funding for the upcoming wastewater treatment plant upgrade. They will study the staff's analysis of city water rates.

And they will discuss a proposed water and sewer special improvement district for Third Avenue East.

Council members also will be asked to make several appointments Tuesday night. To prepare for one of the appointments, a vacancy on the City-County Planning and Zoning Board, they will hold interviews during the 6:30 p.m. workshop before the regular meeting starts.

Appointments to be considered:

. Columbia Falls Board of Adjustment - three-year terms for Bill Dakin, Alida Wright and Olaf Ervin, and a one-year term for Jon Ludviksen.

. Planning board - Dave Renfrow for the term ending Dec. 31, 2010, and the candidate recommended from the prior workshop to the term expiring at the end of 2010, also.

. Tree Board - fill two vacancies.

The council will hold first reading of a law dealing with reader boards on school, church and public property. And it will consider a resolution approving infrastructure projects for the American Recovery and Reinvestment Bill of 2009, and proclaim April 24 as Arbor Day.

Notice will go out of a Feb. 2 public hearing for a revised preliminary plat for Moose Crossing.

The meeting starts at 7 p.m. in City Hall.
