City to take closer look at Second Ave.

The Kalispell City Council tabled a request Monday to go out for bids for a Second Avenue East reconstruction project and a request for a funding transfer that would pay for the project.

Council member Jeff Zauner moved to table the street project to get more information about it.

His motion passed 7-0 with Kari Gabriel and Tim Kluesner not present.

The project would rebuild Second Avenue East from 11th Street East to 12th Street East.

According to a staff report by Public Works Director Bill Shaw, the street was scheduled for an asphalt overlay this year but the pavement, curb and subgrade were found to be in such poor condition that an overlay would have been insufficient.

The estimated $48,345 project would require a transfer from the city’s pavement repair and maintenance fund.

In other business, council members voted 7-0 to:

v Award a bid to Sandon Construction Co. for this year’s sidewalk and curbing program, which helps property owners replace or build new sidewalks through a 50/50 cost share arrangement.

v Apply for a Montana Disaster and Emergency Services Division grant to replace a 50-year-old generator at Noffsinger Spring and install a backup generator at Sheepherder Hill Reservoir. The estimated cost of the two projects is $96,000 and the grant would require a 25 percent local match of about $24,000.

v Adopt zoning updates that allow kennels and animal shelters as a conditional use in the B-2 general business zone and amend the zoning definitions of townhouse dwelling unit and automobile sales and/or repair.

v Waive certain requirements and reduce the security funding for minor subdivision plat no. 117 at 60 Denver St.

v Approve a one-year preliminary plat extension for phases 1-A and 1-B of the Bloomstone subdivision, located on the north side of Four Mile Drive about one-half mile west of U.S. 93.
