Kidsports agreement back on Kalispell agenda

The Kalispell City Council will vote tonight on a formal agreement with Kidsports that would generate money for maintenance and improvements for the facility.

In July the council held a work session to review a draft of a memorandum of understanding between Kidsports and the city. The majority of the work session was used to clarify reporting requirements and responsibilities.

The main change in the draft was the time period of the agreement. Originally the draft was for 40 years, but that has been reduced to a 20-year agreement with extended “additional periods of five years upon such terms as the parties agree” thereafter.

The agreement clarifies the city would be responsible for maintaining athletic fields, landscaping, roads, sewer and water, trash collection, winterization and game preparations.

Kidsports will be responsible for development, construction, insurance liability, purchase of playground equipment, electric utilities, concession and restroom upkeep, temporary fencing, netting, benches, grandstands and the artificial surface at Miracle Field.

In other business at tonight’s meeting, the council will consider rate adjustments for the light maintenance district, and is expected to call for a public hearing on Dec. 15 to discuss the resolution.

The council held a public hearing in July on a rate adjustment for the light maintenance district, which manages the city’s traffic signals and street lights. The adjustment would enlarge the district to encompass the entire city, rather than only apply it to properties within 300 feet of a light pole.

Due to concern expressed by subdivisions that have private street-light systems, the plan has been altered to increase the light maintenance rate from $.00300 per square foot to $.00330 per square foot for parcels within 300 feet of a streetlight, and a 50 percent assessment per square foot for those not within 300 feet of a street light. This includes subdivisions with private light systems.

A request has been filed by Howard Mann, doing business as 93 and Church LLC, to vacate 15 amended plats at Silverbrook Estates, which are located north of Kalispell off U.S. 93. Instead, the request wishes to restore the underlying plats originally approved by the City Council.

The council also will vote on the Pre-Disaster Mitigation Plan update for 2014. The plan, created in 2009, is an effort to recognize threats and outline mitigation strategies on a countywide basis.

The council meeting will begin at 7 p.m. tonight at Kalispell City Hall.
