Boat sales, repair facility proposed on US 93 South

The Kalispell City Council tonight will consider a request for a planned-unit development to accommodate a boat and trailer sales and repair facility on U.S. 93 South.

Somer’s Bay Trading Company, doing business as Captain’s Marine, wants to develop the facility on 9.7 acres at 3215 U.S. 93 S., on the east side of the highway. The project also would include boat-storage buildings.

The request was deferred from the Nov. 3 council meeting because the applicant was unable attend.

The development is proposed to take place in three phases, beginning with construction of a boat and trailer sales facility consisting of 14,900 square feet of offices and repair area on the first floor, and 1,800 square feet of offices on the second level.

Phase 2 includes construction of one or two boat-storage buildings, along with the demolition of several existing residential structures on the property.

Phase 3 will be the construction of another boat-storage building.

The application was discussed at the Sept. 9 Kalispell Planning Board meeting, but the city staff recommended a condition that any future development beyond the initial phase require a subsequent full planned-unit development application. Since then, the landowner’s engineer has submitted a plan illustrating the three-phase development.

IN OTHER NEWS, the council will review a potential contract between the city and CTA of Kalispell. The architecture firm won a bid earlier this fall to update the South Kalispell Urban Renewal Plan.

The scope of the work will be to evaluate the existing, outdated Urban Renewal Plan, complete public outreach to identify current issues and solutions, identify short- and long-term strategies, and prepare a new draft of the South Kalispell Urban Renewal Plan for the council by October 2015.

The contract amount is $125,000, and will take place over 10 months, with a tentative start date of Jan. 1.

Funding for the contract will come from the airport tax increment finance district, and already is in the current fiscal-year budget.

The council also will discuss an agreement between the city and Flathead Valley Hockey Association, which has been operating a portable ice rink in city-owned Woodland Park since 2007. The agreement between the city and association expires this year, and council will assess a new draft of the agreement for next year.

The five-year agreement outlines the responsibilities of each party and obligations relating to their specific recreational programs.

In the agreement, the hockey association will reimburse the city for all utilities related to its operations, such as staffing, Zamboni operation and the rental skates. The city will be responsible for expenses related to the maintenance of the building, heating system, restrooms, park snow removal and city recreational program.

These expenses are included in the parks budget.
