Kalispell City Council to review property

Kalispell City Council will tonight review an appraisal of a Forest Service property it is considering acquiring for public works, police and fire department equipment storage.

The 2-acre property is located adjacent to the Kalispell City Airport and the wastewater treatment plant. While the Forest Service would sell the land to the city for $828, the deed language setting the price does not include the buildings on the property.

The agency’s appraisal valued the building at $219,855, but also found that needed repairs totaled $116,855.

The 2017 budget, to be heard by the council Aug. 15, would divvy up the cost of the building between several departments. The fire and police departments would contribute 25 percent of the cost, as well as with the city’s special funds. Solid waste would chip in 20 percent, while sewer and water would each contribute 15 percent of the property’s cost.

The council will also discuss possible amendments to the city’s municipal code which would create a permit requirement for events at city-owned locations and for non-profit organizations holding events in the public right-of-way.

The changes would separate the alcohol permitting from parade and special event permits. Those events not involving alcohol would be approved administratively, while permits to allow the sale and consumption of alcoholic beverages would require consideration by the council in conjunction with the event permit.

A representative from the solid waste department will also provide an update to council on two possible new solid waste service accounts for two subdivisions.
