LETTER: What's the limit for number of bottling plants?

I’m curious about the proposed water bottling plant. Mr. Weaver, it seems, has been given legal permission to forge ahead. My question is: If he can do it, who can’t? Is one more OK? Maybe five? Maybe 50? What’s the limit? —Jim Parker, Kalispell
