No. 24418 REQUEST FOR QUALIFICATIONS PREPARATION OF PRELIMINARY ENGINEERING REPORT -WASTEWATER COLLECTION AND TREATMENT SYSTEM CITY OF COLUMBIA FALLS, MONTANA The City of Columbia Falls ("City") is soliciting Statements of Qualifications from engineering firms for the development of a Preliminary Engineering Report (PER) for the future planning of the City's wastewater collection and treatment system and to complete an update of its 2006 Wastewater Facility Plan. PROJECT DESCRIPTION and SCOPE OF WORK The primary objectives of Phase 1 of the 2006 Wastewater Facility Plan have been largely met through the 2010 Treatment Plant Upgrade. The Phase 2 improvements have not been implemented. The City's Discharge Permit expired on April 30, 2015, was administratively extended, and is currently under review with public comment ending May 2, 2017. This project will update the 2006 Wastewater Facility Plan and provide a current analysis of the wastewater collection and treatment system. The PER must comply with the detailed PER outline included in the most current version of the Uniform Application for Montana Public Facility Projects prepared by the Montana Water, Wastewater and Solid Waste Action Coordinating Team. Following completion of the preliminary engineering report, the selected consultant may also be asked at the discretion of the City to assist in grant writing, develop a final construction design, prepare construction bid documents, assist in bidding the project, and monitor construction activities, including related grant administration and management. III. EVALUATION Respondents' RFQs will be evaluated according to the following listed criteria (see 18-8-204(2), MCA) and weight of each factor: 1. The qualifications of professional personnel to be assigned to the project -- 30% 2. Related experience on similar projects - 25% 3. Capability to meet time and project budget requirements -20% 4. Location - 10% 5. Present and projected workloads - 10% 6. Recent and current work for City of Columbia Falls - 5% IV. GUIDELINES FOR RESPONSES Responses should include: 1. the firm's legal name, address, and telephone number; 2. the principal(s) of the firm and their experience and qualifications; 3. the experience and qualifications of the staff to be assigned to project and their availability during the project time period; 4. a description of the firm's prior experience, including any similar projects (in particular those funded by CDBG or TSEP), size of community, location, total construction cost, and name of a local official knowledgeable regarding the firm's performance; 5. a description of the firm's current work activities and how these would be coordinated with the project, as well as the firm's anticipated availability during the term of the project; and, 6. the proposed work plan and schedule for activities to be performed. 7. any proposed subcontractors should also be clearly identified and their profiles described, as well. 8. references for which key assigned individuals of the firm and subcontractors have performed similar work within the last five years and an example of work produced under similar contracts utilizing the key personnel. V. COST AND AWARD PROCEDURE The City of Columbia Falls utilizes a "qualifications based" selection process to select the most qualified firm and negotiate a contract with the firm determined to be the most qualified at a price which is determined to be fair and reasonable. Costs will not be discussed until the top ranked respondent has been selected for contract negotiations. The provisions of 18-8-205(1) and (2), MCA, will be applied to the contract negotiations. The City of Columbia Falls reserves the right to accept or reject any and all qualification statements, or parts of statements; waive technicalities; and to make its decision on the basis of merit, appropriateness, and any other factor. Unless all statements are rejected or the solicitation is canceled, a contract will be awarded to the firm whose qualifications best meet the requirements and criteria set forth in this solicitation. The City's Water Rights were recently amended and granted final approval, without comment, by DNRC. This project will update the 2006 Water Utility Plan and provide a current analysis of the storage and distribution system. No. 24438 INVITATION FOR BIDS The City of Kalispell, Montana will receive sealed bids for the 4th Avenue East Water Replacement Project. The project includes furnishing labor, materials and equipment required to replace the existing 6 inch and 8 inch cast iron pipe mains with 8 inch PVC water main in 4th Ave East between East Center Street and 14th Street East, and on 14th Street East between 3rd Ave East and 4th Ave East.
