No. 24995 CITY OF KALISPELL REQUEST FOR QUALIFICATIONS KALISPELL REGIONAL STORMWATER MANAGEMENT The City of Kalispell seeks to procure a qualified professional consulting engineer to perform analysis and design services for the Kalispell Regional Stormwater Management Project(s). The Statement of Qualifications (SOQ) must be received by the City Clerk at 201 First Avenue East, (PO Box 1997, 59903) Kalispell, Montana, by 5:00 p.m. local time, January 8, 2018. Regional Stormwater Management Kalispell Background and Description The City of Kalispell 2008 Stormwater Facility Plan Update identifies a need to provide regional stormwater facilities and large conveyance pipes to serve the demands of future growth in Kalispell. Exhibit A provides excerpts from the facility plan identifying the areas of concern and considerations for new stormwater facilities to mitigate flooding and promote conveyance in response to development in Kalispell. Construction of portions of the new facilities may be in coordination with the subdivision developments. The planning and design for the project(s) will require; Coordination with MDT and property developers; Highway crossings; Easements and possible land acquisition; Stormwater system modeling, hydraulic analysis, and design; Property, topographic, and utility surveys; and Submittals to governmental permitting agencies. The services to be provided for this project shall include, but are not necessarily limited to: Detailed engineering report containing analytical, technical and economic assessments related to the optimum location, type, size, facilities, and estimated cost of the stormwater conveyance and facilities. Identify land ownership and perform necessary land acquisitions for optimum location of the stormwater facilities. Coordination and implementation of all permitting and public/private agency requirements. Stormwater modeling of existing system and proposed system to service the growth potential within the annexation boundary. Prepare engineering designs, drawings, specifications, and construction documents as required for the construction as deemed necessary by the City. Administer bids for construction, as required, including such items as preparations of bid documents, pre-bid meetings, review of bids, and recommendation for award. No. 24996 CITY OF KALISPELL REQUEST FOR QUALIFICATIONS WASTEWATER TREATMENT PLANT (WWTP) FACILITY PLAN UPDATE The City of Kalispell seeks to procure a qualified professional consulting engineer to complete an update of the 2008 Wastewater Treatment Plant Facility Plan. The Statement of Qualifications (SOQ) must be received by the City Clerk at 201 First Avenue East, (PO Box 1997, 59903) Kalispell, Montana, by 5:00 p.m. local time, January 15, 2018. The anticipated scope of work, selection criteria, and submittal requirements are located on the city website at www.kalispell.com, under the Bids & Proposals tab. Further questions pertaining to the RFQ or selection process should be directed to Susie Turner, Public Works Director, at 758-7852 or sturner@kalispell.com. Other Public Works staff will not be available to respond to individual inquiries. Facility Plan Update Background and Description The 2008 Kalispell Wastewater Treatment Plant Facility Plan provides a goal for facility improvements of the treatment plant systems and new improvements to meet future development demands. The planning for the 2008 plan encompassed an extensive growth area along with aggressive population projection up to the year 2050. Since the time of adoption, some of the improvements have been completed. As new permit regulations are mandated, development demands are forecasted, and existing aging facilities falter, a WWTP facility plan update is required to once again ensure the planning, projects, and management of the Wastewater Treatment Plant meets sustainability goals to service the community of Kalispell. Common Tasks for each Facility Plan Update (FPU) Utilize and build upon the existing information provided in the 2008 Wastewater Facility Plan Update, Solids Handling Update Recommendation, and the 2017/2018 Water and Sewer Collection Facility Plan Updates. Review and update the general information for the planning and service areas. The planning and service area for the update will match the City's adopted Annexation Boundary as described in the Kalispell Growth Policy and defined in the 2017/2018 Water and Sewer Collection Facility Plan Updates. Collect and review data available within the City's Public Works and Planning Department. Participate in City Council work sessions and public informational meetings. Review current regulation analyze, and detail optimum paths or alternatives to meet regulatory standards for the next twenty years. Analyze WWTP as follows: Review existing facility and recommend needed improvements for faltering equipment or treatment methods for present and future demands. Analyze and identify overall system deficiencies in relation to present and future demands. Identify current capacity, utilization, deficiencies and reserves for facility operations to meet regulatory requirements. Collaborate with city staff and recommend a critical path to maintain permit compliance for a minimum of 20 years. Recommend strategic system improvements to achieve optimal operations of the WWTP to service present and future sewer demands. Identify projects necessary to ensure full compliance with public laws and regulations. Update the capital improvement program (CIP) based on the analysis and recommendations. The CIP will prioritize and estimate capital project costs for strategic facility replacements and improvements in order to meet new growth demands and permit compliance for the next 20 years. The CIP will incorporate, prioritize, and schedule improvement recommendations into an overall tabulated CIP recommendation. No. 24960 PUBLIC OPPORTUNITY TO PROTEST ONE NEW MONTANA ALL-ALCOHOLIC BEVERAGES LICENSE The Nest on Swan River, LLC (Michael J. and Pamela M. Roessmann, Owners) has applied for one new Montana All-Alcoholic Beverages License No. 07-999-2668-001 to be operated at The Nest on Swan River, LLC, 600 Three Eagle Lane, Bigfork, Flathead County. The public may protest this new license in accordance with the law. Who can protest this transfer? Protests will be accepted from residents of the county of the proposed location (Flathead), residents of adjoining Montana counties (Lincoln, Glacier, Pondera, Teton, Lewis & Clark, Powell, Lake, Sanders), and residents of adjoining counties in another state if the criteria in 16-4-207(4)(d), Montana Code Annotated (MCA), are met. What information must be included? Protest letters must be legible and contain (1) the protestor's full name, mailing address, and street address; (2) the license number (07-999-2668-001) and the applicant's name (The Nest on Swan River, LLC); (3) an indication that the letter is intended as a protest; (4) a description of the grounds for protesting; and (5) the protestor's signature. A letter with multiple signatures will be considered one protest letter. What are valid protest grounds? The protest may be based on the applicant's qualifications listed in 16-4-401, MCA, or the grounds for denial of an application in 16-4-405, MCA. Examples of valid protest grounds include: (1) the applicant is unlikely to operate the establishment in compliance with the law; (2) the proposed location cannot be properly policed by local authorities; and (3) the welfare of the people in the vicinity of the proposed location will be adversely and seriously affected. How are protests submitted? Protests must be postmarked to the Department of Revenue, Office of Dispute Resolution, P.O. Box 5805, Helena, Montana 59604-5805 on or before December 20, 2017 What happens if the transfer is protested? Depending on the number of protests and the protest grounds, a public hearing will be held in Helena or Bigfork. All valid protestors will be notified of the hearing's time, date and location. Hearings typically are scheduled within 90 days. A protester's hearing testimony is limited to the grounds in the protester's letter. Following the hearing, the Department of Revenue will notify the public whether the license transfer is approved or denied. How can additional information be obtained?
