Kalispell City Council to address rail park plat, hospital development plans

With a preliminary plat set to expire in May, the Flathead County Economic Development Authority’s (FCEDA) request for a two-year plat extension for a 41-acre rail park will move before the Kalispell City Council for approval on Monday.

The FCEDA Rail Park subdivision, located on the east side of Whitefish Stage Road, north of East Oregon Street and west of East Oregon Lane, creates 20 lots for rail-served industrial business.

If approved, the request would push the expiration date of the preliminary plat to May 2019.

Kalispell Regional Healthcare is requesting the city approve a planned-unit development overlay that better aligns with health center’s master plan and accommodates “guided yet flexible growth.”

According to the application, the facilities and properties have developed into a campus, limiting parking options and making regulatory signage difficult to implement.

If passed, the planned-unit development overlay zone would incorporate a larger 97-acre area that follows Kalispell Regional Health Center property located at 310 Sunnyview Lane. It would also consolidate the two existing planned-unit development boundaries that separate the property.

THE COUNCIL will also hear a second reading of the amended permit process and application for parades and special events, and vote whether to approve the amendments.

The council voted Feb. 21 to amend the ordinance to allow for-profit businesses to apply for permits to sell alcohol for special events in downtown Kalispell. The issue ultimately passed by one vote.

Kalispell’s senior civil engineer Keith Haskins will report his findings for the Fourth Avenue East water main replacement project to the council for approval.

According to Haskins, the current 100-year-old cast-iron water mains and services have undergone nine repairs in the last three years, are susceptible to corrosion and have faulty valves that do not meet today’s standards and outdated lead lines that connect to the street’s fire hydrants.

Construction to replace the water main is expected to begin in May and end in October 2017.

City Council will meet at 7 p.m. Monday, March 6, at the City Hall Council Chambers, 201 First Ave. E., Kalispell.
