No. 24828 CITY OF KALISPELL NOTICE OF PROPOSED IMPACT FEE ADJUSTMENT A proposal to adjust impact fees for the stormwater utility service of the City of Kalispell will be presented at a Public Hearing, Monday, October 16, 2017, in the Council Chambers of City Hall, 201 1st Avenue East, Kalispell, Montana, at 7:00 P.M. It is the intent of the City Council to consider the recommendations of the Kalispell Impact Fee Committee and its consultant, HDR Engineering, and to possibly adjust the impact fees imposed upon development creating an additional demand on the stormwater facilities. No. 24846 NATIONAL FOREST TIMBER FOR SALE FLATHEAD NATIONAL FOREST Proposal Due Date: 2:00 p.m., October 31, 2017 . The Whitefish Municipal Watershed Stewardship Contract (WMW) is located within Portions of: Sections 5, 9, 15 and PB40, T31N, R21W; Flathead County, State of Montana, PMM. The Forest Service will receive SEALED bids at the Forest Supervisor's Office, Kalispell, MT at 2:00 PM local time on October 31, 2017 for an estimated volume of 350 Tons of Lodgepole pine Sawtimber and 12,237 Tons of Douglas-fir and Other Species of Sawtimber marked or otherwise designated for cutting. There is also 4,412 Tons of Non-sawtimber that will be sold at a fixed rate. Bids will be opened and evaluated in private and will not be opened to the public. Bids will be evaluated on a "best value" basis. Bidders will submit separate bids for timber stumpage, and for the cost of Stewardship Projects. The costs of Stewardship Projects will be offset against stumpage paid, as work on the Stewardship Projects is completed. The Forest Service reserves the right to reject any and all bids. A prospectus is available to the public and interested potential bidders. Bids can be hand-delivered to the Forest Supervisors Office or mailed to 650 Wolfpack Way, Kalispell, Montana. The Forest Service will receive sealed bids in public at SO, Kalispell, MT at 2:00 PM local time on 10/17/2017 for an estimated volume of 119 CCF of Engelmann Spruce and Other sawtimber marked or otherwise designated for cutting. In addition, there is within the sale area an estimated volume of 149 CCF of Combined Softwood non-saw that the bidder agrees to remove at a fixed rate. No. 24823 NOTICE OF SCHOOL DISTRICT BOND ELECTION NOTICE IS HEREBY GIVEN by the Board of Trustees (the "Board") of School District No. 29 (Somers), Flathead County (the "District"), that pursuant to a resolution duly adopted at a meeting of the Board on June 19, 2017, a special election of the registered voters of the District will be held by mail ballot election on October 24, 2017 for the purpose of voting on the question of whether the Board may sell and issue general obligation school building bonds of the District in one or more series in the total principal amount of up to Fifteen Million Eight Hundred Thousand and No/100 Dollars ($15,800,000.00), for the purpose of providing funds to pay the costs of designing, constructing, furnishing, and equipping additions and renovations to Somers Middle School, to include classrooms, a gymnasium, a kitchen and lunchroom, a shop, a science lab, upgrades to the main school office area, building-wide security enhancements, related amenities and improvements at the existing Somers Middle School campus; and paying costs associated with the sale and issuance of the bonds. Each series of the bonds shall bear interest at a rate or rates to be determined at the time of sale and be payable semiannually during a term of not more than twenty (20) years. The election will be conducted by the District solely by mail ballot. Ballots will be mailed to all eligible registered voters in the District on October 6, 2017, and must be returned by each voter, by mail or in person to the District Clerk, Somers Elementary, 315 School Addition Road, Somers, MT 59932. On Election Day, October 24, 2017, the only place for deposit of voted ballots will be the District Clerk's Office, Somers Elementary, 315 School Addition Road, Somers, MT 59932, which will be open from 8:00 a.m. to 8:00 p.m., and all ballots must be in the District Clerk's Office by 8:00 p.m. in order to be counted. All ballots will be counted on October 24, 2017, in accordance with Montana law with the results, if known, expected to be released after 8:00 p.m. on that day. A qualified voter who will be absent from the School District during the time the election is being conducted may: (a) vote in person in the office of the District Clerk as soon as the ballots are available and until noon on October 5, 2017; or (b) make a written request prior to noon on October 5, 2017, signed by the applicant and addressed to the office of the District Clerk requesting the ballot be mailed to an address other than that which appears on the registration records. All ballots to be mailed will be mailed no later than October 6, 2017. An elector may obtain a replacement ballot if his ballot is destroyed, spoiled, lost, or not received by the elector by personally appearing at the office of the District Clerk and by: (a) signing an affidavit form stating the reason for the request for replacement; and (b) if the reason given for replacement is "spoiled ballot," by returning the spoiled ballot to the office of the District Clerk. Ballots may be returned in person at the place of deposit listed above, or returned by mail. If returning by mail, please use the then-prevailing first-class-postage price or one Forever Stamp. Postmark date does not apply; ballots returned by mail must be received by the 8:00 p.m. Election Day deadline to be counted.
