Kalispell council poised to set hearing for stormwater fees

The Kalispell City Council has a light agenda for its meeting on Tuesday, Sept. 5, but continues with its consideration of changes to city stormwater impact fees.

The council will vote on a resolution of intent and call for public hearing on recommended increases to stormwater fees. If the resolution passes, the public hearing will be set for Oct. 16.

A study done by HDR of Missoula recommends increasing the single-family stormwater fee from $1,121 per newly construction home to $1,236; and duplex/multifamily from $841 to $927 per unit. Commercial stormwater fees would jump up to a range of $1,236 per 2,400 square feet to $7,416 per acre — an increase of $115 to $690.

The purpose of stormwater impact fees is to bring equity between existing city utility customers and new customers connect to the stormwater system.

In other business, the council will appoint an elected official or city employee as the city representative on the Montana Municipal Interlocal Authority Board of Directors. Adjutant City Attorney Rich Hickel has served as the city’s representative since 2011, but his two-year term is expiring and he is not seeking reappointment.

The council also will make an appointment to the Economic Revolving Loan Fund Committee. The committee has a vacancy, and Bryson Pelc, an accountant with Jordahl & Sliter, has applied to serve on the committee.
