D2018.6.40 NOTICE OF APPLICATION AND INTERVENTION DEADLINE On June 13, 2018, Big Mountain Water Company ("Big Mountain") filed a Motion for Extension of Time ("Motion") with the Montana Public Service Commission ("Commission") requesting a thirty day extension of time to file an application to change its water rates with a test year ending September 30, 2017. On June 26, 2018, at a regularly scheduled work session, the Commission found good cause to grant a partial waiver of Commission rules to authorize a limited extension of Big Mountain's requirement to file its rate case no later than July 31, 2018. See Mont. Admin. R. 38.5.106, 38.2.305 (2018). On July 31, 2018, Big Mountain filed an application for approval to increase its rates for regulated water services pursuant to Title 69, Chapter 3 of the Montana Code; and the Commission's rules, pursuant to Mont. Admin. R. 38.5.101, et seq., and 38.5.2501, et seq. App. (July 31, 2018). Big Mountain has requested an annual increase of $11,375.94 to allow the company to recover its costs of operations, maintenance, depreciation, taxes and other capital investments and expenses, and to earn a reasonable return on rate base, arguing the current rates are unreasonable. App. at 2; Test. Nancy Cormier 7 (July 31, 2018). The proposed rates amount to an increase of 4.24% and will affect about 305 customers. Test. Cormier at 7. Big Mountain also notes that although it has "substantial capital infrastructure", it is not requesting any recovery for property taxes at this time. See App. Cover Ltr. 1-2 (July 31, 2018). Big Mountain also seeks to increase several fees for the increased cost of contract labor since 2010. Id. at 9-10.
