No. 25830 PURPOSE OF PUBLIC NOTICE The purpose of this notice is to state the Department's intention to issue wastewater discharge permits to the facilities listed in this notice. These permits are issued by the Department under the authority of 75-5-402, Montana Code Annotated (MCA); the Administrative Rules of Montana (ARM) 17.30.1301 et seq., Montana Pollutant Discharge Elimination System (MPDES); ARM 17.30.1001 et seq., Montana Ground Water Pollution Control System (MGWPCS); and Sections 402 and 303 of the Federal Clean Water Act. The Water Protection Bureau has prepared draft permits for the facilities listed below. Copies of the draft permits, fact sheets, and environmental assessments are available upon request from the Water Protection Bureau or on the Department's website www.deq.mt.gov. APPLICANT INFORMATION APPLICANT: City of Whitefish PO Box 158 Whitefish MT 59937 FACILITY NAME: City of Whitefish Water Treatment Plant FACILITY LOCATION: 350 Reservoir Road Whitefish MT 59937 RECEIVING WATER: Reservoir on unnamed tributary to Whitefish Lake COUNTY: Flathead PERMIT NUMBER: MT0030414 DEQ is proposing a draft Montana Pollutant Discharge Elimination System (MPDES) permit renewal for the City of Whitefish water treatment plant (WTP). The WTP discharges filter backwash water to state waters. The effluent is treated to remove dissolved aluminum, total residual chlorine, and turbidity. The discharge must also comply with minimum and maximum pH limitations. The average discharge flow is 0.011 million gallons per day. DEQ is proposing effluent limits and monitoring requirements for dissolved aluminum, total residual chlorine, turbidity, and pH. APPLICANT INFORMATION APPLICANT: Genesis Partners LLC FACILITY NAME: Genesis Business Park FACILITY LOCATION: Stucky Road and S. 19th, Bozeman RECEIVING WATER: Outfall 001 - Class I Ground Water COUNTY: Gallatin PERMIT NUMBER: MTX000223 A determination has been made by DEQ to reissue a Montana Ground Water Pollution Control System (MGWPCS) permit, MTX000223, to Genesis Partners LLC for the Genesis Business Park. This permitting action authorizes discharge of treated wastewater to ground water. The scope of this permitting action is for the operation, and maintenance of the proposed wastewater treatment and disposal system. Genesis Business Park is applying to renew their existing ground water discharge permit which allows the discharge of treated wastewater to a subsurface drain field. Permits are reviewed prior to renewal every five years. Permit renewal is based on the permitted facility meeting limits placed on the facility. Genesis Business Park has a recirculating sand filter treatment system. This type of treatment is considered Level 2 treatment. The Genesis Business Park is located on S. 19th and Stucky Road south of Bozeman. The applicant proposes to continue to operate a Level 2 wastewater treatment facility at Genesis Business Park. The wastewater generated by the Genesis Business Park will undergo treatment and on-site disposal. Wastewater treatment may include use of a Level 2 recirculating sand filter (or similar). DEQ recognizes that in comparison to conventional septic treatment, the proposed treatment system may provide a higher level of treatment for nutrients. The proposed facility will use subsurface structures (Outfall 001) to discharge treated wastewater to underlying groundwater. The discharge structure's location is: PLSS; T2S, R5E, NE, NE, NE, Section 23 Latitude: 45.656344?, Longitude: -111.068417? PUBLIC COMMENT Public comments are invited ANYTIME PRIOR TO CLOSE OF BUSINESS - JANUARY 4, 2019.
