No. 25238 The Department of Natural Resources and Conservation (DNRC), Stillwater Unit, is proposing timber harvest activities from State Trust lands located in sections 20, 21, 27, and 28 of T32N, R23W, off the Lupfer Loop Road near Olney, Montana. This project would harvest between 0.5 and 1 MMbf of timber and contribute revenue to the associated School Trusts. We are currently in the process of identifying issues and concerns regarding the harvest proposal for this area. No. 25210 NOTICE OF SPECIAL ELECTION NOTICE IS HEREBY GIVEN by the Board of Trustees of the EVERGREEN FIRE DISTRICT that on April 10, 2018 pursuant to a resolution duly adopted by the Trustees on January 29, 2018, a special election by the registered voters will be held in and for the District for the purpose of voting on the question of whether or not to increase the specific number of mills to be imposed against taxable property located within the District pursuant to MCA 15-10-420, for the purpose of personnel and equipment. The increased levy of 70.63 mills would provide approximately $1,154,493 per year based upon current taxable valuation. Such special election shall be conducted by mail ballot. Ballots will be mailed to all eligible registered voters in the Fire District on March 21, 2018 and must be returned by each voter, by mail or in person to the Flathead County Election Department 40 11th St West #230, Kalispell, Montana, during regular business hours (8:00 a.m. to 5:00 p.m.), weekdays through April 9, 2018. MT-18-06 March 12, 2018 PURPOSE OF PUBLIC NOTICE The purpose of this notice is to state the Department's intention to issue wastewater discharge permits to the facilities listed in this notice. These permits are issued by the Department under the authority of 75-5-402, Montana Code Annotated (MCA); the Administrative Rules of Montana (ARM) 17.30.1301 et seq., Montana Pollutant Discharge Elimination System (MPDES); ARM 17.30.1001 et seq., Montana Ground Water Pollution Control System (MGWPCS); and Sections 402 and 303 of the Federal Clean Water Act. The Water Protection Bureau has prepared draft permits for the facilities listed below. Copies of the draft permits, fact sheets, and environmental assessments are available upon request from the Water Protection Bureau or on the Department's website www.deq.mt.gov. APPLICANT INFORMATION APPLICANT: FCA Rentals, LLC FACILITY NAME: Glacier Park International Airport Rental Car Facility Carwash FACILITY LOCATION: The facility is located seven miles north of Kalispell, MT on U.S. Highway #2. It is located just south of the Glacier Park International Airport. RECEIVING WATER: Outfall 001 - Class I Ground Water PERMIT NUMBER: MTX000220 A determination has been made by DEQ to reissue an existing Montana Ground Water Pollution Control System (MGWPCS) permit to FCA Rentals, LLC for the Glacier Park International Airport Rental Car Facility Carwash. This permitting action reauthorizes discharge of treated wastewater to ground water. The scope of this permitting action is for the operation and maintenance of the existing wastewater treatment and disposal system. The facility consists of a 2-bay 5-touch wash system manufactured by NS Wash Systems. Wash water drains into an in-bay subfloor sump system where it is recycled through a series of baffled settling/storage tanks for reuse. A HydroKleen filter system by Hydro Engineering was installed for the purpose of treating discharged wastewater. Current operations of the facility have not resulted in any reported discharge events since 2011. The permittee is however authorized to discharge treated wastewater to an infiltration pond (Outfall 001) located 130 feet to the northeast of the car wash building. The infiltration pond is located: Southwest Qtr. of Section 03, Township 29 North, Range 21 West; Latitude: 48.30458º North; Longitude: 114.25542º West; Flathead County. APPLICANT INFORMATION APPLICANT NAME: City of Malta P.O. Box 1300 Malta, MT 59538 FACILITY NAME: City of Malta Wastewater Treatment Facility FACILITY LOCATION: T30N, R30E, Section 7 Phillips County RECEIVING WATER: Milk River PERMIT NUMBER: MT0020389 This permit is a reissuance of a Montana Pollutant Discharge Elimination System (MPDES) permit for discharge of treated wastewater to the Milk River. The City of Malta operates a wastewater treatment facility (WWTF) that consists of a 1.7 acre, 4.5 million gallon (MG) aerated lagoon cell followed by three storage cells with a total surface area of 29.9 acres and a total capacity of 55.8 MG. Design flow of the WWTF is 0.277 million gallons per day (mgd). Stored wastewater is slow-rate applied during the irrigation season with a center pivot on 129.2 acres of agricultural property following ultraviolet light (UV) disinfection. The WWTF is designed to utilize all treated wastewater by land application, with no discharge to the Milk River. A discharge through Outfall 001 to the Milk River will occur only as a result of an unusual situation. The domestic wastewater collection and treatment system serves approximately 1,997 people. The proposed permit will contain effluent limits applicable to a discharge to the Milk River that may be necessary. The effluent limits will maintain existing national secondary treatment standards for five-day biochemical oxygen demand (BOD5) and pH, treatment equivalent to secondary treatment standards for total suspended solids (TSS), and existing limits on Escherichia coli (E. coli) bacteria and total ammonia nitrogen. The proposed permit requires periodic self-monitoring of discharge quality and quantity, with monthly reporting of results. This permit and Fact Sheet will be submitted to the EPA for approval. PUBLIC COMMENT Public comments are invited ANYTIME PRIOR TO CLOSE OF BUSINESS April 10, 2018.
