No. 25400 OPPORTUNITY TO OBJECT TO THE TAYLOR HELLROARING PROJECT DRAFT DECISION NOTICE and FINDING OF NO SIGNIFICANT IMPACT The Draft Decision Notice (DN) and Finding of No Significant Impact (FONSI) for the Taylor Hellroaring Project is now available. The Taylor Hellroaring Project is located in portions of section 11, T31N, R22W, sections 8, 9, 16, 17, 20-23, 25-27, 34, 35, Principal Meridian, Montana. The Responsible Official for the project is Flathead National Forest Supervisor, Chip Weber. I have decided to implement a selected alternative that combines elements of both Alternative 2 and Alternative 3, as analyzed in the Taylor Hellroaring EA. This Decision will authorize vegetation treatments on approximately 1815 acres to increase forest resilience to insect infestation and disease infection and wildland fire disturbances while maintaining a natural-appearing forested setting viewed from the surrounding area, reduce the risk and severity of large scale stand-replacing fires to protect values at risk within the Wildland Urban Interface, Whitefish Mountain Resort and electronic sites along the Whitefish Divide, restore rust-resistant whitebark and western white pine, and to maintain and improve terrestrial wildlife species habitat and security. Harvest activities will require the construction of approximately 0.5miles of temporary road, which will be fully rehabilitated following project activities, and the construction of 0.8 miles of system road and the adding to the system 3.2 miles of existing road templates which will be placed into intermittent stored service (ISS) status. The decision also authorizes the construction of approximately 28 miles of new non-motorized recreational trails along with other recreational improvements. A project specific amendment to the Flathead Forest Plan allows for suspension of Management Area 7 even-aged unit maximum size limitations in units 6, 7, 8, 13, 14, 15, 21, 22, 27, 30, 32, 33 and 34 to address desired conditions that include: Increase forest resilience to insect infestation and disease infection and wildland fire disturbances while maintaining a natural-appearing forested setting viewed from the surrounding area; Restore rust-resistant whitebark and western white pine. No. 25374 FLATHEAD MUNICIPAL AIRPORT AUTHORITY TO SUBMIT PASSENGER FACILITY CHARGE APPLICATION The Flathead Municipal Airport Authority (FMAA) intends to file an application with the Federal Aviation Administration (FAA) to impose and use Passenger Facility Charge (PFC) revenue primarily for reimbursement of the local share of Airport Improvement Program (AIP) grant funded projects. The projects, completed between 1993 and 2006, included improving the airfield, terminal, and landside of the airport, purchasing aviation-related equipment, and planning for the future development of the airport. The FMAA seeks authority for approximately $1.5 million in PFC revenue, with a proposed PFC level of collection of $4.50 per eligible enplaned passenger. The estimated charge effective date for this PFC application is September 1, 2018, and the estimated charge expiration date is January 1, 2020. The estimated PFC revenue to be collected during this period is approximately $1.5 million. The FMAA currently has the approval to impose and use approximately $14 million, which is estimated to be completed at the same time as the estimated charge effective date of the proposed PFC application.
