The Fort Peck dam forms Fort Peck Lake, and the facility discharges to the Missouri River below the dam. Water is diverted from Fort Peck Lake through two tunnels into two powerhouses (Power Plant #1 and Power Plant #2) for electricity generation and cooling for moving parts and ambient air in the dam. The proposed permit will maintain pH limitations for outfalls 001, 007, and 010; maintain oil and grease limitations for outfall 010; remove oil and grease limits for outfalls 001 and 007; and maintain temperature limitations for outfalls 002, 004, 005, 006, 012, 013, and 021. Outfalls 003 and 014 are added in this renewal, with temperature limits applied for outfall 003. Outfall 023 is removed in this renewal. The proposed permit requires periodic self-monitoring of discharge quality and quantity, with monthly reporting of results. All comments received or postmarked PRIOR TO CLOSE OF BUSINESS December 20, 2018, will be considered in the formulation of final determinations to be imposed on the permits. During the public comment period provided by the notice, the Department will accept requests for a public hearing. A request for a public hearing must be in writing and must state the nature of the issue proposed to be raised in the hearing (ARM 17.30.1373). The Department will respond to all substantive comments and issue a final decision within sixty days of this notice or as soon as possible thereafter.
