No. 25700 NOTICE OF PUBLIC HEARING The Board of Commissioners of Flathead County, Montana, hereby gives notice, pursuant to Sections 15-24-1402 and 76-15-103, M.C.A., that it will hold a public hearing to consider the application of Glacier Precast Concrete, Inc., located at 175 Alder Drive in Kalispell, Montana, seeking the application of tax reducing benefits for the additional $112,474.00 worth of new equipment and improvements added to the current facility. If the application is granted, the increased value will be taxed at fifty percent of its taxable value in the first five years after approval; in each year thereafter, the percentage will be increased by 10 percent until the full taxable value is attained in the tenth year. No.25705 PURPOSE OF PUBLIC NOTICE The purpose of this notice is to state the Department's intention to issue a wastewater discharge permit to the facility listed in this notice. This permit is issued by the Department under the authority of 75-5-402, Montana Code Annotated (MCA) and the Administrative Rules of Montana 17.30.1001 et seq., Montana Ground Water Pollution Control System (MGWPCS). The Water Protection Bureau has prepared a draft permit for the facility listed below. Copies of the draft permit, fact sheet, and environmental assessment are available upon request from the Water Protection Bureau or on the Department's website www.deq.mt.gov APPLICANT INFORMATION APPLICANT: Turah Meadows County Water and Sewer District FACILITY NAME: Turah Meadows Subdivision FACILITY LOCATION: Turah, Missoula County RECEIVING WATER: Outfall 001 - Class I Ground Water PERMIT NUMBER: MTX000146 A determination has been made by DEQ to reissue a Montana Ground Water Pollution Control System (MGWPCS) permit, MTX000146, to Turah Meadows County Water and Sewer District for the Turah Meadows Subdivision. This permitting action authorizes discharge of treated wastewater to ground water. The scope of this permitting action is for the operation, and maintenance of the existing wastewater treatment and disposal system. No major modifications have been proposed within this permitting action. The system was built and put into operation in 2012 and has operated under a MGWPCS permit since that time. The system's location is: Missoula County Latitude: 46.83494° Longitude: -113.83313° Section 35, Township 13 North, Range 18 West System Description: Gravity-flow sewer collection lines move raw sewage from the individual lots to the wastewater treatment system. Primary wastewater treatment begins with two series of two septic tanks (15,000-gallon followed by 10,000-gallon capacity). Septic tanks provide anaerobic treatment as well as removing floatable and settleable solids. Gravity-flow sewer lines move the wastewater from the final (in the series) community septic tanks to a 35,000-gallon recirculation tank. Level 2 treatment is an advanced wastewater treatment, which occurs in four recirculating sand filters (RSF) covering approximately 6,000 ft². 80% of the treated wastewater goes back to the recirculation tank. 20% of the treated wastewater is routed to an 8,000-gallon capacity dose tank. Effluent samples are collected from the dose tank (the last point of control). Effluent is pressure-dosed from the dose tank to the subsurface drainfield following metering for flow. PUBLIC COMMENT Public comments are invited ANYTIME PRIOR TO CLOSE OF BUSINESS November 9, 2018.
