No. 25731 Notice is hereby given that sealed bids will be received by the City of Columbia Falls at the office of the City Clerk, 130 6th Street West, until 2:00 p.m. local time on November 14 , 2018, for the construction of the "Lift Station No. 2 Improvements", and will then be opened and publicly read in the City Council Chambers. The project consists of the replacement of the Lift Station No. 2 dry pit pumps with submersible pumps to be located in the existing wetwell, the demolition/abandonment of the existing dry pit, and the replacement of the existing Force Main pipe. The "Lift Station No. 2 Improvements" is funded by the City of Columbia Falls. Bidder must meet all requirements of the appropriate Federal/State agencies, as indicated in the specifications. All work must be substantially complete within 90 calendar days after the commencement date stated in the Notice to Proceed. Copies of Drawings and Project Manual will be furnished to Contractors upon payment of a non-refundable fee of $50.00 by company check, cashier's check, or bank money order (cash cannot be accepted). Each Bid shall be accompanied by bid security made payable to owner in the amount of ten percent (10%) of the bidder's maximum bid price and in the form of cash, a cashier's check, certified check, or bank money order drawn and issued by a national banking association located in Montana or by any banking corporation incorporated under the laws of Montana; or a bid bond (on form attached if a form is prescribed) issued by a surety authorized to do business in Montana meeting the requirements of Paragraph 5.01 of the General Conditions. The bid bond shall act as a guarantee that the bidder, if the bid is accepted, will promptly execute the contract, secure payment of worker's compensation insurance, and furnish a satisfactory faithful performance bond in the amount of 100 percent of the contract price and a payment bond in the amount of 100 percent of the contract price. Contractor and any of the contractor's subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). All laborers and mechanics employed by contractor or subcontractors in performance of the construction work shall be paid wages at rates as may be required by Montana Law. The contractor must ensure that employees and applicants for employment are not discriminated against on the basis of race, ancestry, color physical or mental disability, religion, national origin, sex, age, marital or familial status, creed, ex-offender status, physical condition, political belief, public assistance status or sexual orientation, gender identity or expression, except where these criteria are reasonable bona fide occupational qualifications. Proposal must be sealed and marked "Lift Station No. 2 Improvements" and marked "Sealed Bid" with the contractor's name, address, and Montana Contractor's Registration Number, and be addressed to: City of Columbia Falls Clerks Office, 130 6th Street West, Columbia Falls, MT 59912. The contractor shall not pay less than the latest Montana Prevailing Wage Rates as determined by the Montana Department of Labor and Industry. A copy of the wage rates are attached as part of the specifications in Section 00910. Bidder is subject to 18-2-401 et. Seg., Montana Code Annotated and amendments thereto and regulations issued there under, relating to prevailing wages, benefits, and other requirements. No claim for additional compensation will be allowed based upon a lack of knowledge or a misunderstanding of any such requirements by bidder or failure to include in bid adequate increases in such wages over the term of the contract. Prospective bidders are highly encouraged to attend a pre-bid conference, which will be conducted by the engineer at the City Public Works office, 130 6th Street West, Columbia Falls, Montana at 2:00 p.m. local time on November 5, 2018. No. 25730 NOTICE OF PUBLIC HEARING On November 5, 2018, during the 7:00 p.m. regular council meeting, the City Council of the City of Columbia Falls, shall conduct a public hearing for purpose of adopting changes to the Columbia Falls Municipal Code Title 1, 2, 3, 5, 6, 8, 9, 10, 12, 13, and 15 pursuant to a comprehensive legal analysis of the codes for compliance with state and federal statutes. The City Council is proposing completing the suggested text changes as recommended by the legal analysis and to update other outdated or necessary text changes as identified by City staff or Council. City Council will also consider code changes recommended by the Public Works Committee to Title 13 Public Services amending sewer connection requirements and service line repair provisions.
