No. 25690 NOTICE OF PUBLIC HEARING DIAGONAL PARKING IN THE BUSINESS IMPROVEMENT DISTRICT Notice is hereby given that the City Council of the City of Kalispell is considering converting two on-street parking locations within the Kalispell Business Improvement District (BID) from parallel parking to diagonal parking to increase available public parking spaces in the downtown district. Members of the public are invited to provide testimony on this matter during a public hearing to be held by the City Council on Monday, October 1, 2018, at 7:00 p.m. in the City Council Chambers at City Hall at 201 First Avenue East. Anyone may appear to provide comment regarding the proposal. No. 25650 NOTICE NOTICE TO GROUNDWATER USERS AND PROPERTY OWNERS: NOTICE OF HEARING FOR DESIGNATION OF A CONTROLLED GROUNDWATER AREA IN THE BURLINGTON NORTHERN SANTA FE SOMERS SITE (BNSF SOMERS CGWA) NEAR SOMERS, MT. A hearing before the Montana Department of Natural Resources and Conservation (DNRC) on proposed rules for a controlled groundwater area will be held on October 16, 2018, at 1:30 p.m., at the Department of Natural Resources and Conservation, North Western Land Office (NWLO) Conference Room (Room 149), 655 Timberwolf Parkway, Kalispell, MT, Concerned persons may submit their data, views, or arguments, either orally or in writing, at the hearing. Montana Code Annotated (MCA) ยง 85-2-506 authorizes the Department to designate temporary or permanent controlled groundwater areas. A petition to designate a controlled groundwater area was filed with the Department by Flathead City-County Board of Health (Flathead County's public health agency) (Petitioner) for the designation/modification of the Burlington Northern Santa Fe Railway Company Somers Controlled Groundwater Area (BNSF Somers CGWA). The Petitioner proposes to revise the permanent CGWA boundary and add more restrictive groundwater withdrawals for the BNSF Somers site, a former tie treating plant, for water quality concerns. The proposed restrictions on groundwater development are needed to protect human health and safety. The site covers an area approximately 0.135 square miles and is generally located in the unincorporated town of Somers. The boundaries are wholly within: SW Section 24, T27N, R21W; and NW Section 25, T27N, R21W, and further described as: a parcel of land located in the Southwest quarter of Section 24 and in the Northwest quarter of Section 25, Township 27 North, Range 21 West, P.M., M., Flathead County, Montana. For more particular description please see MAR 36-22-199 available by request or on the website listed below. The proposal notice of the rules for designation of the BNSF Somers CGWA will be published by the Secretary of State in the Montana Administrative Register on September 7, 2018.
