No. 25691 FINDING OF NO SIGNIFICANT IMPACT FOR THE EMERALD HEIGHTS HOA WATER DISTRICT, MONTANA WATER SYSTEM IMPROVEMENTS TO: ALL INTERESTED PERSONS Date: September 25, 2018 Action: Funding Drinking Water System Improvements Location of Project: Emerald Heights HOA Water District, Whitefish, Montana DEQ SRF Loan: $ 90,000 DEQ SRF Forgiveness Funds: $ 90,000 Total Project Cost: $180,000 An environmental assessment (EA) has been prepared by the Montana Department of Environmental Quality (DEQ) for proposed funding for improvements to the Emerald Heights HOA Water District's supply and storage systems. The proposed improvements include the installation of one new water supply well, connection of the new well to the existing system and replacement of the existing buried water storage tank. The purpose of the project is to make improvements to the community's water supply system needed to protect public health. The affected environment will primarily be the Emerald Heights subdivision located approximately two miles south of the City of Whitefish, Montana. The human environment affected will include residents and visitors of the aforementioned areas. Based on the EA, the project is not expected to have any significant adverse impacts upon terrestrial and aquatic life or habitat, including endangered species, water quality or quantity, air quality, geological features, cultural or historical features, or social quality. This project will be funded with a low interest loan through the Montana Drinking Water State Revolving Fund Program, administered by the Montana Department of Environmental Quality and the Montana Department of Natural Resources and Conservation. The loan will be repaid by a General Obligation Bond tax assessment. The DEQ utilized the following references in completing its EA for this project: a 2017 Preliminary Engineering Report (PER), a 2018 addendum to Emerald Heights' HOA Water Districts Source Water Delineation and Assessment Report and well construction specifications all prepared by Applied Water Consulting and Shari A. Johnson & Associates Engineering, the district's consulting engineers. In addition to these references, letters were sent to: Montana Department of Environmental Quality (MDEQ) Permitting Program, Montana Department of Fish, Wildlife & Parks (FWP), Montana Department of Natural Resources & Conservation (DNRC), United States Fish and Wildlife Service (USFWS), and Montana State Historic Preservation Office (SHPO).
