No. 26616 INVITATION TO BID CROW DAM SPILLWAY MODIFICATION PROJECT AREA 3 SOLICITATION/SPECIFICATIONS CSKT/SOD 19-01 The Confederated Salish and Kootenai Tribes desire to enter in to a Construction Agreement with a general construction contractor to demolish, remove and rebuild the upper sections of the existing Crow Dam reinforced concrete spillway. The Crow Dam Spillway Modification Project - Area 3 is located at Crow Dam approximately six miles southwest of the town of Ronan on the Flathead Indian Reservation, MT. The existing emergency spillway for Crow Dam will be replaced with a new spillway constructed in two separate construction phases. The overall replacement project includes the demolition of the existing spillway structure and appurtenances and the construction of a piano key weir spillway crest, chute, and flip bucket along the same general alignment as the existing spillway. Construction of the spillway will require demolition of the existing spillway, excavation to accommodate the wider spillway channel and construction of a new, reinforced concrete lined spillway. The first phase of construction (Area 2) was completed in July 2019 and consisted of replacement of the existing chute and stilling basin and replacing it with a new chute, flip bucket, and armored apron. The second phase (Area 3) consists of the replacement of the existing side-channel inlet structure and tunnel with a piano key weir spillway crest structure, spillway channel crossing beneath Crow Dam Road, and a pre-stressed concrete bridge placed over the spillway channel along Crow Dam Road. This Contract only includes demolition and reconstruction of the upper portion of the spillway heretofore referred to as Area 3. Area 2 has been constructed and is not part of this Contract. The successful bidder will be required to enter into an agreement with the Tribes to conduct this project. A non-mandatory pre-bid meeting will be held at the Natural Resources Department Office Foust Conference Room located at 301 Main Street, Polson, MT at 9:00 A.M. (local time) on November 21, 2019. Contractor sealed-bids must be submitted on the supplied bid forms and received at the address listed in the solicitation for bid opening no later than 2:00 P.M. (local time), December 5, 2019. This is an Indian Preference Bid project with Indian Preference provisions. The selection of the successful contractor and award of this project will be per the provisions of the Confederated Salish and Kootenai Tribes Indian Preference Ordinance 101A. Tribal Contractors who wish to receive Indian Preference must obtain certification by the Confederated Salish and Kootenai Tribes Indian Preference Office as a legitimate Indian-owned business prior to the submission of bids. Proof of Indian Preference Certification must be included with your bid in the form of a copy of the Certificate issued by the Indian Preference Office. Be advised that evidence of your membership or affiliation with a Tribe does not constitute Indian Preference Certification. Contractors must be certified by the Indian Preference Office in order to claim Indian preference. It is the sole responsibility of the bidder to obtain and provide proof of Indian Preference certification from the Indian Preference Office. No. 26659 NOTICE FOR PUBLIC COMMENT REQUEST FOR FLOODPLAIN DEVELOPMENT PERMIT The Flathead County Floodplain Administrator has received the following Floodplain Development Permit application: FDP-19-11 A request by Michael Stewart with technical assistance from 406 Engineering, Inc. to place a culvert and fill within the regulated floodplain of Walker Creek for the purpose of establishing a new gravel driveway. The applicant proposes to place a 120 foot long box culvert (5' by 10') and approximately 1200 cubic yards of fill, within the regulated floodplain. The project is located at 2680 Dillon Road, Whitefish, MT 59937 (assessor #0002112) and can legally be described as Tract 5B in N2NE4SE4 in Section 4, Township 30 North, Range 21 West, P.M.M., Flathead County, Montana.
