The tax increment finance district needed for implementation of the Downtown Urban Renewal Plan passed its first reading during Kalispell City Council’s meeting on Tuesday.

There was no public comment in opposition to the TIF district. If it passes its second reading at the council’s next meeting on Feb. 4, it will take effect 30 days later.

Everything on the council agenda passed unanimously, including a second reading of a request to annex and zone 1 acre of land as residential and combine it with Cottage Gardens, a 37-lot residential subdivision on the north side of Three Mile Drive.

Nine and a half acres of land in the existing Kalispell North Town Center will be rezoned to general business designation. The site is currently zoned residential.

Final plat approval was given to a two-lot commercial subdivision at 60 Village Loop Drive, and a sludge-management agreement with Glacier Gold Composting was extended for another five years.
