No. 26302 CITY OF COLUMBIA FALLS AUDIT PUBLICATION STATEMENT An audit of the City of Columbia Falls, Flathead County, Montana, has been conducted by Doyle and Associates, P.C. Certified Public Accountants. The audit covered the fiscal year ended June 30, 2018. Montana Code Annotated (MCA) Section 2-7-521 requires the publication of the following summary of Significant Audit Findings. This is only a summary and is not intended to be used as an audit report. Summary of Significant Findings The audit report for the City of Columbia Falls, Flathead County, Montana, for the year ended June 30, 2018 contained the following independent auditor's reports: 1. The independent auditor's report on the City's basic financial statements was unmodified. 2. The independent auditor's report on the City's internal control over financial reporting and on compliance and other matters reported no findings. Public Inspection of Audit Report The audit report is on file in its entirety and can be viewed on the City's website at http://cityofcolumbiafalls.org/finance-and-clerks-office. No. 26290 INVITATION TO BID Sealed proposals for construction of municipal wastewater system improvements will be received by the Town of Eureka, Montana at the Town office, 11 Dewey Avenue (physical delivery only) or PO Box 313 (mail only), Eureka, Montana 59917 until 2:00 p.m. local time on July 2nd, 2019 and will be publicly opened and read aloud shortly thereafter. Bids will be received for a single contract on a unit price basis. This project consists of constructing improvements to Eureka's wastewater facilities, including approximately 10,385 LF of new 8" sewer main with 98 connections, approximately 2,050 LF of low-pressure sewer pipe, and 11 grinder pump systems, gravel and chip seal street repair, adding a permanent liquid propane generator to the primary lift station, replacing two (2) existing lagoon transfer pumps, adding a comminutor at the existing headworks facility, adding two (2) portable generator plug-ins at existing facilities, and related work. This project is funded with grant and loan funding through the US Army Corps of Engineers and the Montana Water Pollution Control State Revolving Fund (SRF) program, State funding from the Montana Treasure State Endowment Program (TSEP), and Community Development Block Grant (CDBG). Neither the federal government, the State of Montana, nor any of their departments, agencies, or employees are or will be a party to this Invitation to Bid or any resulting contract. Award of the contract will be contingent upon receiving award concurrence from the funding agencies and compliance with all federal and state requirements specified in the Contract Documents. Funding for this contract is federally assisted; thus, contractors at every tier must comply with the Anti-Kickback Act, Contract Work Hours Standard Act, Executive Order 11246 Equal Employment Opportunity, and wage rates including payment of federal Davis-Bacon Act wage rates or Montana State prevailing wages, whichever is higher. No bid may be withdrawn after the scheduled time for the public opening of bids as set forth above. No. 26282 PUBLIC OPPORTUNITY TO PROTEST TRANSFER OF OWNERSHIP OF MONTANA ALL-ALCOHOLIC BEVERAGES LICENSE Hobart Entertainment, LLC (Member: Tom Hobart Durham, IV) has applied for Transfer of Ownership of Montana All-Alcoholic Beverages with Catering Endorsement License No. 15-860-3889-002 to be operated at Lake Bar, 49494 US Highway 93, Polson, Lake County. The public may protest this new license in accordance with the law. Who can protest this transfer? Protests will be accepted from residents of the county of the proposed location (Lake), residents of adjoining Montana counties (Flathead, Lincoln, Glacier, Pondera, Teton, Lewis & Clark, Powell, Sanders), and residents of adjoining counties in another state if the criteria in 16-4-207(4)(d), Montana Code Annotated (MCA), are met. What information must be included? Protest letters must be legible and contain (1) the protestor's full name, mailing address, and street address; (2) the license number (15-860-3889-002) and the applicant's name (Hobart Entertainment, LLC); (3) an indication that the letter is intended as a protest; (4) a description of the grounds for protesting; and (5) the protestor's signature. A letter with multiple signatures will be considered one protest letter. What are valid protest grounds? The protest may be based on the applicant's qualifications listed in 16-4-401, MCA, or the grounds for denial of an application in 16-4-405, MCA. Examples of valid protest grounds include: (1) the applicant is unlikely to operate the establishment in compliance with the law; (2) the proposed location cannot be properly policed by local authorities; and (3) the welfare of the people in the vicinity of the proposed location will be adversely and seriously affected. How are protests submitted? Protests must be postmarked to the Department of Revenue, Office of Dispute Resolution, P.O. Box 5805, Helena, Montana 59604-5805 on or before July 1, 2019. What happens if the transfer is protested? Depending on the number of protests and the protest grounds, a public hearing will be held in Helena or Polson. All valid protestors will be notified of the hearing's time, date and location. Hearings typically are scheduled within 90 days. A protester's hearing testimony is limited to the grounds in the protester's letter. Following the hearing, the Department of Revenue will notify the public whether the license transfer is approved or denied. How can additional information be obtained?
