No. 26010 2019 Request for Qualifications REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES InterBel Telephone Cooperative InterBel Telephone Cooperative (ITC) in Eureka, Montana is soliciting proposals from qualified individuals/firms for engineering services. ITC seeks proposals from qualified professional engineers (PE) licensed in the State of Montana to provide professional engineering services on an "as needed" basis. Projects may be any which are within the scope of professional engineering and surveying but are anticipated to be primarily assisting with preliminary engineering reports, strategic planning, and engineering as related to broadband and telecommunication services. ITC is anticipating a five- year initial contract renewable on agreement of both parties for an additional two years. At least every two years ITC reserves the right for a review of services provided with options to continue or discontinue the contract. The services to be provided may include, but are not limited to: General engineering services relevant to a broadband/telecommunication company Research and project-specific studies Technical consulting Project management Bid preparation Onsite inspection Assistance with grant preparation and administration as needed Regulatory interface and permitting Coordination of Master Plan concepts and Preliminary Engineering Studies Coordination and management of contracted project engineering services There is no guarantee that ITC will require any or all of the above tasks, and ITC will reserve the right to seek additional assistance from other firms for some of the above if the ITC finds such action to be in the ITC's best-interest. The proposed amendments are necessary to incorporate by reference proposed changes to Department Circular DEQ-7 ("DEQ-7"). The board and department have proposed adding six new human-health ground water criteria into DEQ-7: diallate; dioxane, 1,4-; iron; manganese; perfluorooctane sulfonate (PFOS); and perfluorooctanoic acid (PFOA). The proposed rulemaking was initiated on December 21, 2018, and a public hearing was held on February 5, 2019. The proposed rulemaking generated more comments than anticipated, mainly regarding manganese, and for this reason the board and department are holding an additional public hearing and extending the public comment period an additional 45 days (to March 25, 2019).
