The purpose of this Request for Proposals/Qualifications (RFP/Q) is to select an integrated landfill transaction software, hardware (not including computers) and equipment necessary to automate and print receipts/transaction tickets, license plate photo capture, as well as initial hardware and software installation and training and on-going support that is tailored to the requirements of the solid waste landfill operations industry and most effectively meets the Districts associated business requirements. We anticipate that the proposer is the software supplier, so please note that proposer and supplier are used interchangeably in this RFP/Q. The software will need to accommodate one solid waste landfill site, the Flathead Landfill with 2 scales. System administration, accounting, billing, payment application, manual transaction entry and transaction corrections are performed on-site at the scale house or administration office. The two locations are networked and a seamless data integration between the two locations is desired along with assignable security levels by user or user groups. The District is open to a combination of software to accommodate all of the site's needs. Based on the proposals received, the District will rank the suppliers systems and enter into a contract negotiation with the supplier once components of the hardware and software are agreed upon. If the first supplier is unable to agree upon system and price, the District will choose to pursue the next qualified submittal without having to reissue an RFP/Q. Because of the magnitude of this work, the District is soliciting proposals/qualifications from qualified suppliers to provide the necessary services to assist the District in meeting its scale operations need for a comprehensive hardware and software system. This RFP/Q includes the following: (1) Part I - Background and Scope of Work; and (2) Part II -Instructions for Submitting Proposals and How Proposals will Be Evaluated. Attachment A is the typical traffic information for a high-traffic one-week period. Attachment B includes typical material tracking tables, and Attachment C includes preliminary scale construction plans. This is a competitively evaluated and negotiated procurement. The District intends to award a contract to the supplier that it determines to be the most advantageous and in its best interest. The District, however, does not have to award a contract. The District may also cancel all or part of this RFP/Q, if the District determines that it is in its best interest to do so. The District may negotiate with one or more supplier if they are determined to be qualified to be considered for contract award. Preliminary cost is to be submitted with the proposal, final cost will be negotiated upon selection of a supplier.
