Airport Road and 18th Street Project - The Kalispell City Council, after a duly noticed public hearing on July 18, 2016, adopted the South Kalispell Urban Renewal Plan (SKURP) by passing Ordinance 1774. Ordinance 1774 replaced the City of Kalispell Airport/Athletic Complex Redevelopment Plan as a comprehensive development plan. The City of Kalispell utilizes a Tax Increment Finance District (TIFD) within the SKURP boundary as part of the overall strategy to provide for appropriate public infrastructure projects in support of the redevelopment of blighted conditions. Since the SKURP was adopted by the council, there have been a number of new developments that have taken place within the plan boundary, including the construction of Rankin Elementary, which was identified as a project within the plan, and the development of several residential subdivisions and an apartment complex. In order to mitigate impacts associated with these new developments and address blighted conditions within the plan boundary, the city contracted with WGM Engineering to facilitate a project that would seek to mitigate the impacts of these projects and benefit the greater neighborhood and the TIFD. The identified projects will mitigate existing traffic issues, increase pedestrian connectivity, improve public event parking, and undertake a storm water project in accordance with state regulations. Prior to approval of an urban renewal project, the local governing body shall submit the urban renewal project plan to the planning commission of the municipality for review and recommendations as to its conformity with the growth policy. Accordingly, the Planning Board is tasked with reviewing these projects in conformance with the City of Kalispell Growth Policy 2035 and making such a recommendation to the City Council. The plan boundary is generally bounded by 18th Street to the north, Cemetery Road to the south, Airport Road to the West and U.S. 93 to the east. TIGER Supplemental SEA - The City has completed a Supplemental Environmental Assessment (SEA), approved by the Federal Railroad Administration and available for review and comment for 30 days, ending November 19, 2019. The SEA is available for viewing in hardcopy at Kalispell City Hall, 201 First Avenue East, Kalispell, Montana 59901 (request at Water Department Desk), or ImagineIF Libraries Kalispell, 247 First Avenue East, Kalispell, Montana 59901 (request at Reference Department). As part of the TIGER Project, Kalispell has committed to extend a street connector in the Core Area to improve pedestrian, bicycle and vehicle circulation when the tracks are removed. The SEA has been prepared to review three additional connector options. The original Environmental Assessment identified three new north/south street connections: 8th and 6th Ave's West North and Woodland Avenue. Each of these routes have potential opportunities and limiting factors. In an effort to ensure a complete street connection can be built within the TIGER project timeline and budget, the City has completed this SEA, which analyzes additional street connection options. The SEA analyzes 1st, 3rd and 4th Ave. WN, north of the Kalispell Center Mall, as possible connection points to improve traffic flow, in addition to those already analyzed and mentioned above. In an extended effort to elicit public comment on the SEA, the city is holding a public hearing before the Planning Board, where the public can comment on the SEA and provide feedback as necessary.
