No. 26474 CALL FOR BIDS Live Burn Training Facility Columbia Falls Rural Fire District The Columbia Falls Rural Fire District is soliciting bids from qualified training facility manufacturers for a two-level training structure to be installed on Columbia Falls Rural Fire District property located at 5859 Hwy 2 West Columbia Falls, Montana. The training facility must meet the minimum requirements outlined below: Design Criteria and Codes: The structure provided shall meet the following minimum design criteria and Building Codes: Building Codes: 2012 International Building Code (IBC) and related Reference Codes that apply to this type of structure. Applicable State and County Codes. Design Criteria: Dead Load: Weight of the structural system being proposed. Live and Snow Loads: Roof Live Load= 100 psf; Roof Snow Load = 60 psf Floor Live Load = 100 psf Attic Live Load = 100 psf Wind Load: 115mph (Ultimate) Exposure C per ASCE7-10 Seismic: Site Class: D Seismic Design Category: D Ss = 0.59g ; S1 = 0.17g Soils: No soils report has been provided so design for IBC minimum ~ 1,500 psf allowable bearing capacity. Building Requirements: The building shall be a minimum 22ft x 35ft two-level structure with the following minimum design features. Building may be steel, concrete, masonry or a combination of the materials. Conex or other modular type container system will not be accepted. Two-story with an equivalent of two rooms on the second level. One attic space One internal stairway Two Class A burn rooms Temperature monitoring system in each burn room Low to zero maintenance durable thermal lining system No roof cut-out props Deliverables and Schedule: Construction drawings and Specification submittal of the proposed structure stamped by a Professional Engineer licensed in the State of Montana identifying the structure has been designed to the building code and minimum design criteria outlined in this proposal. Foundation design, drawings and specifications: If part of the proposal, provide foundation drawings and specifications stamped by a Professional Engineer licensed in the State of Montana to be used by a local contractor for foundation installation prior to building arrival. If not part of the proposal, provide foundation design, drawings and loading criteria including gravity loads and lateral loads for the foundation to be engineered by a local design professional. Clearly identify foundation option in your bid. There are no site restrictions for vehicle ingress and egress or space restrictions around the building pad for construction. All work must be substantially complete within 26 weeks after the commencement date, with allowance for weather delays, as determined in the Notice to Proceed. Response Requirements: Provide a clear written overview of the proposed structure and features along with schematic drawings of the building that include floor plans, roof plan, sections and elevations. Clearly identify the bid for the structure to include, permits, material, freight and labor FOB project site in Columbia Falls, MT. Clearly identify that as the respondent you are able to meet the building requirements, design criteria, deliverables and schedule outlined in the call for bid. Provide a minimum of three (3) project references (including project name, description and contact information - name, phone number and email) that are similar to the proposed installation. Bid Requirements: Each Bid shall be accompanied by bid security made payable to owner in the amount of ten percent (10%) of the bidder's maximum bid price and in the form of cash, a cashier's check, certified check, or bank money order drawn and issued by a national banking association located in Montana or by any banking corporation incorporated under the laws of Montana; or a bid bond (on form attached if a form is prescribed) issued by a surety authorized to do business in Montana. The bid bond shall act as a guarantee that the bidder, if the bid is accepted, will promptly execute the contract, secure payment of worker's compensation insurance, and furnish a satisfactory faithful performance bond in the amount of 100 percent of the contract price and a payment bond in the amount of 100 percent of the contract price. Contractor and any of the contractor's subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). All laborers and mechanics employed by contractor or subcontractors in performance of the construction work shall be paid wages at rates as may be required by Montana Law. The contractor must ensure that employees and applicants for employment are not discriminated against on the basis of race, ancestry, color physical or mental disability, religion, national origin, sex, age, marital or familial status, creed, ex-offender status, physical condition, political belief, public assistance status or sexual orientation, gender identity or expression, except where these criteria are reasonable bona fide occupational qualifications. The sites proposed for treatment include Woods Bay FAS and Horseshoe Lake FAS. The treatments would involve the removal of primarily conifer trees (both of merchantable and nonmerchantable value) for the purpose of mitigating hazard trees in developed areas, reducing hazardous fuels in the wildland urban interface (WUI), and increasing resiliency to insects and diseases.
