The Petition requests an accounting order to permit CBGC to recover, in a future proceeding, its actual costs resulting from an increase in 2019 property tax expense. The increased property tax, CBGC alleges, is the result of a decision, by the Montana Department of Revenue ("DOR"), to begin assessing CBGC's property centrally, rather than locally. CBGC alleges that this results in a significant increase in its property tax expense from $22,890 in 2018 to an anticipated $64,873 in 2019 (resulting in an increase of $41,983 over 2018 property tax expenses). CBGC also contends that rates established in its most recent rate case provided for recovery of only $18,006 annually, based on property tax expenses from a 2016 test year.
