No. 27408 Legal Notice Proposed Partial Bond Release for Golden Sunlight Mines, Inc., Located in Jefferson County, MT (Hard Rock Mining Operating Permit No. 00065) The Department of Environmental Quality (DEQ) and Bureau of Land Management (BLM) have received a request for bond release for Golden Sunlight Mines, Inc. (GSM). GSM is authorized to operate an open-pit and underground gold/silver mine and mill under Operating Permit No. 00065. The site is located on a combination of private and BLM lands. The Golden Sunlight Mine is located in Jefferson County in Sections 16, 17, 18, 19, 20, 21, 28, 29, 30, 31, 32 and 33 of Township 2 North, Range 3 West, Section 4, 5 and 6 in Township 1 North, Range 3 West and Sections 13, 24, 25 and 36 in Township 2 North, Range 4 West, approximately 5 miles northeast of Whitehall, MT DEQ currently holds an obligated reclamation bond in the amount of $147,911,404. DEQ is proposing to release $9,930,575 and retain $137,980,829. The decrease in the obligated bond amount is due to partial completion of reclamation performed by the operator, which includes regrading slopes, replacing soil, and revegetating areas that were previously disturbed. Pursuant to Section 82-4-338(5), Montana Code Annotated (MCA), DEQ may not release or decrease a reclamation bond until the public has been provided an opportunity for a hearing and a hearing has been held if requested. This proposed permit renewal includes coverage for the following process and cooling wastewater discharges: Outfall 001: Section 25 Pond to the Yellowstone River Outfall 002: Section 25 Pond through ground water to the Yellowstone River Outfalls 003: Factory water/wastewater circulation and treatment ponds to ground water Sidney Sugars is subject to the Technology-based Effluent Limits under 40 CFR 409 for Beet Sugar Processing for the following parameters: 5-Day Biochemical Oxygen Demand (BOD5), Total Suspended Solids (TSS), pH, fecal coliform, and temperature. In addition, Sidney Sugars is subject to Water Quality-based Effluent Limits, including: E.coli bacteria, oil & grease, and summer nutrient limits (total nitrogen and total phosphorus). The proposed permit includes Special Conditions requiring Sidney Sugars to develop discharge rates and ground water fate and transfer for the Factory Ponds; maintain and follow their Farm Management Plan for land application of treated wastewater; install, calibrate, and maintain adequate flow meters and provide annual flow balances.
