No. 28289 Service Date: September 18, 2020 DEPARTMENT OF PUBLIC SERVICE REGULATION BEFORE THE PUBLIC SERVICE COMMISSION OF THE STATE OF MONTANA IN THE MATTER OF the Public Service Commission's Investigation into HB 267, Determination of Opt-Out Programs for Advanced Metering Devices REGULATORY DIVISION DOCKET NO. 2019.12.108 NOTICE OF PUBLIC LISTENING SESSION PLEASE TAKE NOTICE that the Montana Public Service Commission ("Commission") will conduct a public listening session to receive oral comments on whether the Commission should require public utilities to establish an opt-out program for advanced metering devices, described in Montana Code Ann. Title 69, Chapter 4, Part 10 as: "any electric utility meter, electric utility meter component, or device ancillary to the electric utility meter that is located at an end-user's residence or business and is equipped and programmed to communicate with electrical appliances, electrical equipment, or electrical devices within the end-user's residence or business or that is capable of estimating and recording electrical energy usage by types of appliances, electrical equipment, or electrical devices." The public listening session will take place on Wednesday, September 30, 2020, from 11:30 a.m. to 1:45 p.m. Due to operational changes due to the COVID-19 pandemic, the public listening session will be held remotely via Zoom. The following process will be utilized for anyone wishing to provide public comment: Email PSChelp@mt.gov or call the Commission's toll-free number at 800-646-6150 and leave a message. Include your name and your phone number or email address in your message. Contact the Commission by 12:00 p.m. on Tuesday, September 29, 2020, so that a representative of the Commission has time to provide instructions for participating in the meeting. Commenters will be given an identifier, such as "Commenter 1, 2", etc. The identifier will be used to acknowledge speakers and ensure optimal participation in the listening session. The Commission will attempt to accommodate as many speakers as possible during the scheduled time. Each commenter will be muted and placed in a Zoom "waiting room" upon joining the Zoom meeting, then unmuted by the meeting host when it is your turn to speak. After having spoken, the commenter will be muted by the host for the remainder of the listening session. Commenters may remain in the Zoom meeting or leave the meeting and continue to listen on the Commission's live stream at http://psc.mt.gov. Anyone unable to attend the public listening session may submit written comments to the Commission. Written comments are not publicly available on the Commission's website, but are reviewed by both Commission staff and Commissioners.
