NorthWestern seeks approval of new procedures and form agreements controlling how Qualifying Facilities ("QF") interconnect to NorthWestern's transmission system. In its Application, NorthWestern asserts that the new procedures and agreements would ensure an efficient and clear process for interconnection of QFs. On March 20, 2020, the Commission issued a Notice of Operational Changes in Response to Coronavirus ("Notice").
