No. 28002 Service Date: August 18, 2021 DEPARTMENT OF PUBLIC SERVICE REGULATION BEFORE THE PUBLIC SERVICE COMMISSION OF THE STATE OF MONTANA IN THE MATTER OF NorthWestern Energy's Bonneville Power Administration Residential Exchange Credit Filing REGULATORY DIVISION DOCKET NO. 2021.08.108 AMENDED NOTICE OF FILING AND OPPORTUNITY TO COMMENT The Northwest Power Act of 1980 established the Residential Exchange Program so that residential and small farm customers in the Pacific Northwest receive benefits from low-cost power provided by the Federal Columbia River Power System, as operated by the Bonneville Power Administration ("BPA"). This benefit includes an annual credit that customers of NorthWestern Energy ("NorthWestern") receive from the BPA towards their monthly bill. PLEASE TAKE NOTICE that on August 11, 2021, NorthWestern requested the Public Service Commission ("Commission") decrease its BPA Residential Exchange Program Credit ("BPA Credit"). In July 2021, BPA notified NorthWestern that the BPA Credit amount would decrease from $6,133,658 to $4,150,054 for fiscal years 2022 and 2023. NorthWestern's proposed BPA Credit rate reflects the estimated net balance of $351,186 for the prior period ending September 2021, a forecasted benefit of $4,150,054 for the next fiscal year, and reduced taxes of $15,005 for a total balance of $3,813,873 to be credited to customers. This request would decrease the BPA Credit rates per kilowatt-hour. Due to the decreased BPA Credit, customers in the residential, general service secondary, irrigation, and lighting classes would see their rates increase by $0.000891 per kilowatt-hour.: The total balance of $3,813,873 credited to customers is a decrease from the total credit balance of $6,133,658 in the previous period ending September 1, 2020 (as filed in Docket No. 2020.08.090). If approved, the bill for a typical customer using 750 kilowatt-hours per month will increase $0.67 per month, or $8.04 per year.
